You will serve as a PROCUREMENT ANALYST in the Office of the Commander of COMNAVSPECWARDEVGRU.
Duties
You will provide oversight and technical guidance for the Government Commercial Purchase Card program.
You will coordinate the program, and monitor all Special Operations Command (SOCOM) disputed purchases and delinquent invoices.
You will review purchase card transactions in we-based applications.
You will coordinate with the Deputy Contracting director in formulating long-range plans and policies with respect to management of the GCPC program.
You will perform internal reviews and audits of credit card transactions and usage by conducting semi-annual visits to all squadron/directories ensuring compliance with established procedures and periodic general audits.
You will research, analyze, and coordinate resolutions unique problems or complex non-recurring projects.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is subject to random counterintelligence scope polygraph examinations.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You may be required to travel on military or civilian aircraft and waterborne craft, deploy onboard ships, or service at remote sites as required.
- You may be exposed yo hazardous or hostile environments and may be authorized special/danger pay as provided by the Department of State, the Office of the Personnel Management, or other agency regulations.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
GS-12: In addition to the Basic Requirements for this position,our resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing overall procurement program review and analysis for an organization, auditing purchase card records and executing procurement program objectives in compliance with all federal rules, regulations, policies, and procedures.
GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the purchase card program and ensuring prompt payment and certification of invoices AND analyzing a variety of unusual purchase card, supply, and financial problems, questions, or conditions associated with overall purchasing.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
In lieu of specialized experience listed in the GS-11 level Qualifications section, applicants may qualify based on an equivalent combination of education and experience as follows:
Ph.D. or equivalent doctoral degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Completed three full academic years of progressively higher level graduate education in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
