This position will be supporting Region Six in the Texas Hurricane Harvey Recovery Office by providing Contract Specialist services.

In this Contract Specialist position, you will work support Region Six's contracting needs, cradle to grave.

Qualifications
Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to the basic qualifications above, the qualification requirements listed below must be met by the closing date of the announcement.
To qualify for this Contract Specialist position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Applying Federal contracting and procurement policies and regulations;
Assisting with preparing solicitation documents and/or evaluating contract proposals; and,
Utilizing automated financial management systems to research, enter, and track data and prepare reports.
OR Education
Master's or equivalent graduate degree;
OR
2 full years of progressively higher level graduate education leading to such a degree;
OR
LL.B. or J.D.
To qualify for this Contract Specialist position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Interpreting Federal contracting and procurement policies and regulations;
Preparing contracting pre-award functions; including preparing solicitation documents and analyzing proposals; and,
Preparing written reports, analyses and presentations through automated financial systems.
OR Education
3 full academic years of progressively higher-level graduate education
or Ph.D. or equivalent doctoral degree
To qualify for this Contract Specialist position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Advising management, customers, and contractors on Federal acquisition regulations;
Preparing contracting pre-award functions; including preparing solicitation documents, analyzing proposals; and,
Administering and closing contracts; including monitoring progress, negotiating modifications, and closeout.
This position will require FAC-C certification which is mandated by DHS policy for Contract Specialist series 1102 positions. DAWIA Certification Conversion: DHS recognizes current DAWIA certifications as equivalent to FAC-C at the same level as long as the individual has met the education and experience requirements.
