This position is located at the Standing Rock Service Unit (SRSU), Fort Yates Indian Health Hospital, Great Plains Area Indian Health Service, with the incumbent serving as Chief of Optometry for the SRSU. In this role, the incumbent evaluates, develops, coordinates, and manages a comprehensive, high quality eye care program for the SRSU.
Duties
Independently diagnoses all optometric and ocular problems through external and internal physical evaluation of the eye and surrounding tissue.
Refers patients requiring complex medical surgery or services to appropriate medical specialty.
Provides vision and eye care education and counseling to patients.
Takes complete history from the patient and/or family member to determine risk of eye disease. Records all patient care examinations,
assessments, procedures and care plans.
Supervises subordinates, develops and monitors the eye care budget, devises and implements projects.

Basic Requirements
Education
Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (ACOE) at the time the degree was obtained.
Licensure
Applicants must have received a passing score on the National Board of Examiners in Optometry (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Basic Requirements for GS-13 and above Grade Levels
In addition to the requirements for the GS-12 (or equivalent) level one year of professional optometrist experience equivalent to at least the next lower grade level.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-13: one year of professional optometrist experience equivalent to at least the GS-12 grade level. This experience is related to the work of the position in the Federal service as described in the vacancy announcement. Examples include: Oversee Optometry Program in its entirety; provide direct, comprehensive medical/optometric care to patients; provide supervision to Optometry staff by assigning work, evaluating work performance, interviewing candidates for positions and ensuring staff follow accreditation standards.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
