Duties

This Intelligence Operations Specialist position is located in the Encounter Analysis Branch, Vetting Analysis Division, Intelligence and Analysis Office, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Develops, defines and delivers briefings to senior level government stakeholders; applies analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to program operations. Provides continual evaluation of standard operating procedures; responsible for suggesting methods to improve operations, efficiency, and service to both internal and external customers. Manages day to day Watchlist nomination production, ensures adherence to nomination priorities, oversee internal nomination processes (opening nominations, nomination workflow, etc.) to ensure nominations are conducted in accordance with standard operating procedures and guidance. Collaborates with representatives of the Intelligence Community and partners to maintain comprehensive understanding of threats/risks affecting transportation and providing technical expertise for specialized interagency programs and projects Coordinates with agency partners and shares relevant intelligence and threat information with internal and external local transportation stakeholders. Delivers high quality, technical review and control for the production of raw intelligence reports utilizing and attaching in-depth research on security threats and suspicious incidents to inform TSA's field operations DHS Intelligence Enterprise of all identified threats to transportation. Proactively performs analysis to discover links between KSTs and individuals utilizing aviation for the purposes of travel and applying for or possessing credentials allowing access to critical transportation infrastructure. Responds to Requests for Open Source research from I&A Senior Leaders to develop whole-of-person information that guides TSA internal watch listing decisions. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying intelligence concepts, guides, and methodologies to serve as a principal intelligence specialist to analyze, review, coordinate and advise on intelligence information; AND Experience evaluating multiple and varying complex sources of information to establish the validity of facts at a senior level with minimal supervision. AND Applying skills in oral communication and writing in order to prepare factual reports of findings, analysis, evaluations and conclusions for all intended audiences and managers. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Communicating effectively, both orally and in writing, under normal and high stress conditions associated with emergency situations; and Stay abreast of the intelligence community and program offices' mission and functions and display an in-depth understanding of current goals and objectives, management and administrative policies of the program office and its relationships with the rest of the intelligence community; and Experience sharing intelligence and collaboration techniques to conduct information and intelligence briefings between HQ Intelligence and Operations, Watch Officers and Analysts throughout agency, department, program office divisions/branches and other elements of an organization's security community. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
