Duties

Serves as subject matter expert on scientific-related programs to protect or improve the natural resources of air, land, and water on the installation. Performs inspections of hazardous material and hazardous waste storage locations on the installation as well as disposal, transport, and/or storage facilities. Develops and/or reviews all applicable and appropriate environmental documentation relating to assigned program areas to include extremely complex - - restoration documents such as laboratory analysis, well locations, hydrology, and chemical interactions of contaminants. Represents the Installation to State Environmental Protection Agency, the US Environmental Protection Agency (EPA) and officials, customers, generating activities, local regulating bodies, and external regulatory agencies. Provides authoritative staff advisory service on Government laws, rules, regulations, and decisions on environmental management matters. Independently judges and identifies opportunities for resource recovery that can offset handling/disposal costs, assessing, and adapting new technologies, and responding to intensive monitoring by regulatory agencies. Professional knowledge of physical sciences to manage the scientific aspects of environmental protection programs.

Qualifications

To qualify for a Physical Scientist your resume and supporting documentation must support: A. Basic Requirement: Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR A combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. AND B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Identifying opportunities for resource recovery that can offset handling/disposal costs, assessing, and adapting new technologies, and responding to intensive monitoring by regulatory agencies Working to provide a clean and healthful environment by utilizing physical science knowledge to manage efficiently and economically assigned programs. Providing authoritative staff advisory service on Government laws, rules, regulations, and decisions on environmental management matters. Preparing briefings and position papers for key DLA Officials including the Site Director and Deputy Director. Reviewing and studying proposals for remediating contaminated ground water. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
