The primary purpose of this position is to serve as a HQs, Field Operating Agency, Child Development and Youth Programs Specialist recommending policy/standards, providing direction, guidance, planning, and evaluation to activity operations such as, child development centers, family child care programs, part-day enrichment programs, school-age and youth programs.
Duties
1. Serves as a program specialist for Air Force Child Development and Youth programs within multiple MAJCOMs.
2. Establishes, defines, and implements requirements for Child and Youth Programs to ensure services and operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.
3. Participates in determining the need for programs/activities to support youth, school age, and family members, and in developing the installation programs and facilities to address these needs.
4. Conducts periodic technical and staff assistance visits to Air force installations to evaluate and assess the quality of operations within Child Development and Youth Programs.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience at the GS-11 grade level or equivalent in Federal service. Specialized experience includes developing curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children; planning and directing programs and provide administrative guidance and/or technical advice to management; conduct staff assistance visits and inspect assigned programs from knowledge of inspection requirements, reports, and program terms, as well as knowledge of common accounting, budgeting, funds, control, resale, and inventory management principles; Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solution, and preparing quantitative and narrative reports; ability to establish effective working relationships and to communicate well with others. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Professional knowledge of child and youth development and education principles, norms, behaviors, growth
patterns, and procedures to develop meaningful program services and establish criteria for developmentally
appropriate child activities; determine requirements for program materials and equipment; and develop curriculum
plans and activities which promote the physical, social, emotional, and intellectual growth of children at various
ages, with a variety of needs, and in diverse settings
2. Knowledge of public law, AF policy, and DoD directives related to the area of childcare, youth activities, school-age
programs, teen activities/programs, and social events for children and families, plan and direct programs and
provide administrative guidance and/or technical advice to management.
3. Knowledge of Child Development and Youth Program inspection requirements, reports, and program terms, a. well as knowledge of common accounting. budgeting, funds, control, resale, and inventory management principles to
conduct staff assistance visits and inspect assigned programs.
4. Knowledge of the organization's mission and higher headquarters policies and principles applicable to financial
indicators, corporate standards, and performance measurements.
5. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising
solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and
maintaining records; and managing resources to enhance accomplishment of program goals and mission.
6. Ability to establish effective working relationships and to communicate well with others., orally and in writing,
including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
