The Supervisory Purchasing Agent is located in the Property and Supply department at the Crow/Northern Cheyenne Hospital, Crow Service Unit, Crow Agency, MT. The incumbent serves as a Purchasing Agent with responsibility for procurement of supplies and services, utilizing simplified acquisition procedures (SAP) up to the dollar threshold of delegated signature authority.
Duties
Under the supervision of the Administrative Officer, the purpose of the position is to provide direction management and technical expertise on Supply and Procurement.
Directly supervises two Purchasing Agents. Position plans work to be accomplished by subordinates and prepares schedules for completion of work; assigns work to subordinates based on priorities and capabilities of employees: evaluates work performance of subordinates; advise or counsel employees on work and administrative matters; Interview candidates for positions recommended appointment, promotion or reassignments to such positions; hear and resolve complaints from employees; effects minor disciplinary measures, such as warnings and reprimands; identify training needs of employee; approves leave, etc.
Customer Service-Leads in a proactive, customer-responsive manner consistent with CSU vision and values; ascertains customer needs/requirements; solicits feedback and makes appropriate adjustments.
Manages plans, organizes and staff the Property and Supply Program for the service unit departments.
Performs procurement functions using simplified acquisition procedures: establishes Blanket Purchase Agreements, Purchase Orders, Delivery orders and credit card purchases for the Crow Service Units' appropriated funds purchases.
Considerable research and contracts with requesting personnel, jobbers, supplies, manufactures, or nonlocal markets are required to locate sources for specialized Item services.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-09: One (1) year of specialized experience equivalent to at least the GS-8 grade level.
Specialized Experience
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Determine purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules. Identify qualified suppliers. Collaborate with bidders, obtain price quotes, evaluate offers, and negotiate terms and conditions with vendors. Provide guidance within organization defining concise purchasing requirements. Knowledge of procurement regulations, policies, principles, methods and practices applicable to purchases of specialized supplies, services and equipment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
