The primary purpose of this position is to serve as historian at a large, multi-facet Air Force wing, center, or similar self-contained organization that services rapidly evolving high-tech and/or administrative units and tenants that can include joint and allied military agencies.

Duties

Conducts research and writes wing/center history. Serves as authoritative advisor, responds to queries, and conducts outreach. Creates special studies, presents lectures, participates in seminars, and conducts staff visits. Participates in wartime and contingency operations; deploys to contingency locations.

  • Work will require frequent or long term CONUS or OCONUS travel away from normal duty station on military or commercial aircraft.

  • Mobility is a condition of employment, the employee must sign an Air Force-wide mobility agreement.

Qualifications

Conditions of Employment Con't: Must attend and successfully complete the Historian Training Course within 9 months of being hired. Must obtain and maintain a government travel card. The work requires the employee to drive a motor vehicle, a valid driver's license is required for the position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve,") The position require the employee to work under adverse environmental and physical conditions such as operating in a high threat area; limited medical facilities; limited environmental controls (heating and air conditioning); living in tents; little or no privacy; limited shower and latrine facilities. Position requires access to firearms. Persons convicted of misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. The incumbent must pass an initial pre-employment medical examination, periodic medical examinations and required physical fitness/physical agility tests. Incumbent must immediately report any significant medical threshold to their supervisor; shifts in health status and or medication requirements. Selectee must meet specified requirements on SF 78, Certificate of Medical Examination for position at overseas/deployed locations due to the following. Duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/ physical deployability criteria. Emergency Essential deployment related medical /dental/ psychological examinations and required immunizations are at no expense to the employee. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is Emergency Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency Essential duties until relieved by proper authority. Incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency Essential position and requires that the incumbent/designated alternate be removed from military recall status. Employee must sign DD Form 2365 as a condition of employment. This requirement cannot be changed without approval of the AF/HO Career Field Manager. This is a Centrally Managed Position in the 0170 Series, History. DNRP is authorized. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, History Series 0170 + IOR BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in history; or related field that included at least 18 semester hours in history. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. NOTE: You must submit a copy of transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional historical principles, projects, concepts, research techniques and sources, and methodology; knowledge of history programs and current operations, policies, programs, and activities, especially as they apply to a large complex installation or center and its mission; Knowledge of history program policies and practices to perform organizational research, research planning and support, research projects, research design, and military research; and knowledge of effective techniques required to conduct oral history interviews and research. Note: You must submit a copy of official transcripts and creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional historical principles, concepts, research techniques and sources, and methodology. 2. Knowledge of history programs and current operations, policies, programs, and activities, especially as they apply to a large complex installation or center and its mission. 3. Knowledge of history program policies and practices to perform organizational research, research planning and support, research projects, research design, and military research. 4. Skill and ability in effective techniques required to conduct oral history interviews and research. 5. Skill and ability to plan detailed and complex studies; anticipate and solve problems; and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources. 6. Ability to critically evaluate sources of information and establish validity of historical facts.

Education

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
