Independent Office of Appeals: Case & Operations Support/Policy Planning Quality & Analysis/AQMS
The following are the duties of this position at the full working level.
Performs quality reviews of Appeals cases closed through APS using Appeals Quality Standards and Attributes (AQSA).
Interprets and applies AQSA using the Appeals Quality Measurement Standards Guideline. Evaluates APS case work by the application of closed case review standards and related specific attributes and procedures as defined by the Guideline. Determines whether case processing performed by APS is consistent with tax law, procedure and policy requirements.
Performs quality case reviews including but not limited to: timely carding in of cases; determining whether the interest was correctly computed and if all adjustments were correctly and timely assessed/abated; reviewing the case to ensure that all applicable procedures were followed and determining whether the time span and time applied was appropriate.
Analyzes, and reviews for quality compliance, each case to determine the scope and nature of the complex interest calculation issues and problems, which may include researching the net rate interest netting process of overlapping periods of debit and credit interest, and other special situations.
Analyzes and reviews the conditions and complicating factors of closed cases, including numerous computational errors, multiple tax years, and multiple adjustment issues to compute complex interest calculations, credit transfers, etc. of all case issues including tax, penalties and interest.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. Specialized experience for this position includes: Experience working all tax returns, tax reporting schedules and related records to correct taxpayers accounts by calculating full and part year tax liabilities computing penalties, interest and complex restricted interest cases utilizing the applicable interest rates. Prepare a variety of adjustments and other documents (e.g., payment and credit transfers, manual refunds, and quick assessments) using legal provisions (e.g., carry-backs), interpretation of applicable Internal Revenue Code, regulations, court decisions and ADP guidelines to protect statutes and resolve taxpayers accounts and/or plan, input and monitor for unpostables issues. Provide on the job training and assistance to lower graded and service center employees.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
