This position exercises senior administrative authority and provides expert level advice concerning complex, novel, and unusual matters, directly to the Deputy Associate Director for Patient Care Services at the Department of Veterans Affairs (VA) Bay Pines VA Healthcare System. The position is located within the Office of the Deputy Associate Director for Patient Care Services at the Bay Pines VA Healthcare System (BPVAHCS) in Bay Pines, Florida.

Duties

The purpose of the BPVAHCS is to provide both effective and efficient delivery of healthcare to over 108,000 unique Veterans. This position is assigned to the Medical Center Complex located in Bay Pines, Florida. The primary mission of the healthcare system is to provide care to improve the health of men and women who have proudly served our nation. Duties include, but are not limited to: Function as Health Systems Specialist in the Office of the Deputy Associate Director for Patient Care Services and may serve as support to the Health Systems Specialist assigned to the Executive Leadership Team regarding healthcare operations. Work in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern, i.e., fiscal efficiencies and organizational structure that are reviewed by prominent parties such as The Joint Commission, CARF, Office of the Inspector General (OIG), the Office of Medical Inspector (OMI), or other accrediting bodies. Review policies and procedures as it relates to healthcare programs. These may take the form of directives, letters, memoranda, VHA program guides, and any other issuances. Work closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows. Conduct and evaluate healthcare systems processes as it relates to clinical issue topics, or special projects related to nursing pay adjustments, recruitment, and retention of staff within the Deputy Associate Director for Patient Care Services clinical service lines. Monitor and manage incoming actions and requests from initial receipt to completion and closeout. Receives and monitors completed actions or responses; evaluating responses for completeness and accuracy against known policies and procedures: and ensures action or inquiry is closed out with the inquirer or office. Communicate with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests. Serve as the primary liaison to Human Resources, EEO Office, and local union for the Office of the Deputy Associate Director for Patient Care Services. Coordinate with clinical service lines to review requests for resources, including FTEE, equipment, space, and overtime within the Office of the Deputy Associate Director for Patient Care Services chain of command, evaluating needs, makes recommendations, and prioritizes these requests to the DADPCS, based on facility needs and allocations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement candidates must also meet the following specialized experience: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Planning, coordination, and execution of business functions, resource allocation, and production. 2) Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. 3) Experience with methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. 4) Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
