This position serves a Civil Engineering providing support for various projects/activities, work can include design, studies, analyses, construction administration, inspections, assessments, investigations, reviews, cost estimating, specifications writing, compliance evaluations, and evaluating facility capacities and operations. Duties

Duties Include Providing civil engineering expertise for a variety of complex projects and assets throughout the park as an experienced engineer. Managing complex projects include seawalls, bridges, culverts, fueling stations, marinas and boat ramps, roads, boardwalks, canals, waterways, water and wastewater systems, buildings, recreation sites, and environment systems. Serving as Project Manager, providing professional expertise to execute complex engineering projects. Projects are planned, organized, and executed, ensuring successful outcomes, while meeting the needs and mission of the National Park Service. Providing technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. Serving as Contracting Officer Representative (COR) on Architect/Engineer Contracts by specific delegation from the Contracting Officer. Serving as Right-of-Way (ROW) Coordinator responsible for reviewing Right-of-Way (ROW) permit applications, renewals, and monitoring Permittee during any construction or maintenance.

Qualifications

All qualifications must be met by the closing date of this announcement-04/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. Basic Requirements for CIVIL ENGINEER 0810--You must meet one of the following: A. Possess bachelor's degree (or higher degree) in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. -AND- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes Independently managing civil engineering projects to include preparing construction drawings and technical specifications. Preparing accurate cost estimates. Coordinating with contractors and stakeholders. Utilizing communication and problem-solving techniques in negotiating and facilitating contracts. Resolving problems and providing leadership to accomplish work through others for design and construction projects. Responsible for initiating, establishing, and controlling multiple complex design and construction projects from inception through completion; such as seawalls/ bulkheads, roadway paving and culverts, and structural improvements. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
