This position is located in the Farm Service Agency, Kansas State Office, located in Salina, Saline County, KS. This position assists the Farm Loan Manager in administering farm loan programs in a USDA Service Center serving one or more Counties.

Duties

In addition to prescribe classroom training, the employee will perform a variety of on-the-job training assignments. Will develop the knowledge, skills, and abilities required to perform the farm loan work at the next higher level. Will perform all but the most complex duties of the position description under close supervision.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement April 22, 2024, including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-04 grade level for consideration for the GS-5 grade level, one year at the GS-05 grade level for consideration for the GS- 07 grade level, and one year at the GS-07 grade level for consideration for the GS-09 grade level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Specialized Experienced: GS-05: Applicants must have three (3) years of progressively responsible general experience, one year of which was equivalent to at least the GS-4, that required (1) gathering and analyzing facts and figures, and presenting the information or conclusions in clear oral and written language; or (2) that provided a knowledge of the principles of financial analysis or of insurance laws, such as contract property, life, casualty, or marine insurance Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. OR Education in lieu of specialized experience Statement: 4-year course of study leading to a bachelor's degree or a bachelor's degree in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology from an accredited college or university. OR A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. GS-07: Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service or private sector equivalent that demonstrates basic knowledge of loan examining and/or servicing principles, procedures and techniques as they apply to investigation, analysis, and evaluation of financial factors and credit risks in relation to granting and servicing of agricultural loans. OR Bachelor's degree with Superior Academic Achievement demonstrated by: (1) Class standing upper third of graduating class in college, university, or major subdivision in applicable field based on completed courses; or (2) Grade point average 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (3) honor society membership. OR 1 full year of graduate level education from an accredited college or university with a major in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or another field related to the position such as agriculture, agricultural economics, farm, livestock, farm management, ranch management, rural sociology, dairy science, domestic agricultural development or agronomy. OR A combination of graduate level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. GS-09: Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the GS-07 grade level in the Federal Service or private sector equivalent. Experience that demonstrates competence in agricultural loans. OR Two full academic years of progressively higher-level graduate education or master's or equivalent graduate degree from an accredited college or university with a major field of study in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management. OR A combination of graduate level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
