This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an open continuous announcement. We accept applications on an ongoing basis. Applications will be reviewed bi-weekly for consideration.

Duties

Perform the full range of work involved in the repair, overhaul, installation, maintenance, and servicing of a variety of commercial and industrial heating, ventilation and air conditioning units and systems. Inspect thermostats, governors, switches, fuel cutoff apparatus, burners, fuel feed, flame safeguard controls, damaged parts, and other safety devices. Modify and substitute components and elements of the system to meet specific pressure-temperature or climate characteristics. Use plumbing skills to maintain and repair supply, drain piping, drinking fountains, commodes, urinals, showers, and commercial plumbing. Repair, troubleshoot, install, and maintain commercial and industrial heating units. Use of refrigeration cycle knowledge to diagnose various complex commercial and industrial air conditioning systems and make extensive repairs.

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance based on a single scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
  • The incumbent will obtain and maintain a Universal EPA certification from an approved institute for the handling and control of refrigerants and other Ozone Depleting Substances (OZDs). A certification card must be carried when handling refrigerants.
  • Pre-employment physical is required.
  • Lifting up to 50lbs. in the regular performance of duties.
  • Wear protective clothing and devices such as goggles, respirators, heavy aprons, hard hats, and gloves.
  • The incumbent may be subjected to short notice recall.
  • The employee may be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
  • Must possess and maintain a valid driver's license.
  • A one-year probationary period may be required.
  • This position has been designated “Weather Essential”. In the event of severe weather conditions or other such emergency type situations.
  • This position is designated as mission essential, consistent with the criteria described in DoD instruction (DoDI) 3024.42.
  • This position has a TDY or business travel requirement of 30% of the time to various CONUS and non-combat OCONUS locations.

Qualifications

WG-11 Minimum Qualifications (Screen Out Element): Ability to do the work of an Heating and Air Conditioning Mechanic (Energy Management Control Systems) without more than normal supervision. I have the ability to perform common duties. I can identify the cause of faulty equipment and repair large industrial systems and air systems. I am able to repair complicated heating units and systems which contain numerous components. Make modifications to properly control various equipment and determining the best method for correcting malfunctions to make repairs on a variety of air conditioning and cooling unit systems. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. WG-10 Minimum Qualifications (Screen Out Element): Ability to do the work of an Heating and Air Conditioning Mechanic (Energy Management Control Systems) without more than normal supervision. I have the ability to perform common duties. I can identify the cause of faulty equipment and repair large industrial systems and air systems. I am able to repair heating units and systems which contain numerous components. Determine the best method for correcting malfunctions to make repairs on a variety of air conditioning and cooling unit systems. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. WG-09 Minimum Qualifications (Screen Out Element): Ability to do the work of an Heating and Air Conditioning Mechanic (Energy Management Control Systems) without more than normal supervision. I have the ability to perform common duties. I can repair large industrial systems and air systems. I am able to repair heating units and systems which contain numerous components. Assist in determining the best method for correcting malfunctions on a variety of air conditioning and cooling unit systems. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Installations and repairs require the use of ladders, scaffolding, and platforms. Some parts of systems needing repair are in hard-to-reach places. Frequent standing, stooping, bending, kneeling, stretching, climbing, and working in uncomfortable positions is required. Frequently lifts, carries, and sets up tools, equipment, and parts that weigh up to 50 pounds. Occasionally lifts items weighing more. Working Conditions: Work is performed inside and outside, frequently in cramped and awkward positions or in a shop area which is usually adequately heated and ventilated. Works in rooms on concrete floors, and is exposed to the gas, ash, dust, and burns from scalding water and contact with heated systems and parts. Work is frequently dirty and greasy. Subject to variable temperatures when working in cold storage rooms and high temperatures when working on boilers. Subject to possible injuries such as cuts, bruises, burns, electric shock, falls from ladders, scaffolding and platforms, and dropping moderately heavy items, and possible respiratory disorders due to inhalation of refrigeration gasses. Frequently wears protective clothing and devices such as goggles, respirators, heavy aprons, hard hats, and gloves.
