About the Position: This vacancy is for a Biologist position within the Regulatory Division in the Rock Island, IL location of the U.S. Army Corps of Engineers. This position may be filled at either the GS-07, GS-09 or GS-11 grade level with non competitive promotional potential to the GS-11 level.
This position is being filled under the Direct Hiring Authority (DHA).
Duties
Evaluate Department of the Army (DA) permit application, compliance and enforcement cases for activities in waters of the United States (US) and/or navigable waters of the US within the regulatory authority of appropriate Regulatory Compliance Acts.
Assist in the development and management of general permits.
Serve as District representative with missions of interest to the District and/or the regulatory program.
Conduct analysis in accordance with the requirements of the National Environmental Policy Act (NEPA), Corps of Engineers Public Interest Review, and 404(b)(1) Guidelines, in the preparation of environmental assessments (EAs).
Assist in the development of stream and wetland compensatory mitigation proposals.
Complete assignments related to special regulatory initiatives directed toward effective, efficient, and consistent application of program.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
Specialized Experience for GS-09: One year of specialized experience which includes: identifying environmental effects of planned construction activities; AND applying techniques and skill sufficient to collect and organize data, investigate and determine the significance of relationships, evaluate and recommend alternatives, conduct studies, determine potential impacts, and anticipate and resolve problems.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Specialized Experience for GS-11: One year of specialized experience which includes: reviewing a range of environmental principles, regulations, policies, procedures, laws, and techniques sufficient to insure that work is in compliance with applicable legal standards and other requirements and that such work is implemented in an environmentally sustainable manner; AND using skills sufficient to identify interpret, and evaluate a variety of factors and related natural, cultural and social conditions, and to prepare environmental documentation or similar analyses, such as those conducted under the National Environmental Policy Act, Section 404(b)(1) Guidelines, Endangered Species Act, and National Historic Preservation Act.
