This position is in the Personnel and Document Security Division (PDSD) of the Office of Homeland Security (OHS). The incumbent serves as a first-line supervisor and is responsible for supervising, managing, and leading the daily operations for the assigned security programs and functions.

Duties

Formulates security policy, procedures, systems, and programs involving the loyalty and reliability of people. Uses initiative, judgment, and originality to research and interpret national policy and legislation, and to prepare recommendations for new legislation. Provides functional direction and program evaluation to field installations that are responsible for local security policy implementation. Serves as the primary Agency technical authority regarding the regulatory impact on sensitive or rapidly evolving security programs. Conducts ongoing reviews and evaluations of Agency installations to determine overall effectiveness of management and to ensure Agency-wide compliance with security requirements. Represents the organization on interagency committees and tasks forces to formulate program guidance and meet program objectives. Develops and maintains relationships with various stakeholders in the Government, private industry, and universities. Articulate the Agency position on controversial issues in a variety of forums. Supervises a group of employees performing work in cross-functional security disciplines of personnel security, information security, industrial security and classified national security information. Informs stakeholders of changes in organizational programs and operations, conducting briefings on major program changes.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • If selected, you may be required to serve a probationary or trial period as applicable to appointment type.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • This is a Special Sensitive position; therefore, as a condition of continued employment, the incumbent must successfully obtain and maintain a Top Secret SCI clearance.
  • Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • You will be required to sign a Mobility Agreement as mobility is a factor in this occupation. You may be reassigned to a new location during your career based on the needs of the service.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Security Specialist. For this position, the specialized experience is experience providing technical expertise and direction in implementation of security policies, plans, and procedures for security programs to maintain organizational compliance and protective measures; and, implementing Continuous Evaluation (CE) requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
