This position is located in the Veterans Benefits Administration, Office of Financial Management, Discretionary Budget Staff. The incumbent performs a wide variety of administrative and analytical duties connected with the budget presentation, and execution of VBA's Execution Division.
Duties
Specific duties include:
Oversee expenditure and identify trends in spending and maintain records of funding, obligations and expenditures for assigned program areas
Review budget proposals and funding requests and counsel or advise others on financial and administrative matters, complex issues, and solutions.
Submit budget recommendations for approval or rejection of funding requests and clearly explain information requirements and elicit detailed information
Draft and revise standard operating procedures, program guides, work measurement devices, directives and handbooks
Compose documents or correspondence involving complex or technical information, and adapt writing to the audience's level of knowledge.
Clearly explain information requirements and elicit detailed information.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/24/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
GS-9: 52 weeks at the GS-7 level.
GS-11: 52 weeks at the GS-9 level.
GS-12: 52 weeks at the GS-11 level.

Specialized Experience:
GS-9 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service. Examples of GS-7 level work include assisting with: Routine and recurring budget administration duties which facilitate more complex and detailed review and analysis functions; Comparing figures in current estimates of funding needs by line item or object class with prior years expenditures; or preparing preliminary budget estimates and reviewing justifications for program support activities.
GS-11 level: Applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves number-cruncher with attention to detail; responsible for analyzing budget proposals, determining funding allocations, defending budget recommendations against various stakeholders, and forecasting future financial requirements.
GS-12 level: Applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves attention to detail; responsible for analyzing budget proposals, defending budget recommendations against various stakeholders, and forecasting future financial requirements. Have general experience working with OM budget execution process and evaluate the obligation and expenditure of funds, as well as program results, providing expert budgetary advice on assessing program objectives against outcomes.

Education Requirements:
GS- 09 Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. OR L.L.B. degree.
GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify.
GS-12 Education: No educational substitute at the GS-12 grade level.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Occasional standing, bending, walking, is also necessary. Some slight physical effort is required in that the incumbent lifts and carries reference book, working papers and similar items to and from meetings.
