This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Finance, Program Operations Branch. This position performs financial management work relating to the financial and accounting activities of DOL in the field and assists higher-graded staff in providing accounting and financial management services.
This position is inside the bargaining unit.
Duties
Duties include but are not limited to the following:
Serve as the primary financial services point of contact for all DOL Regional Agencies.
Conduct training for regional customer Agency personnel in financial management, fiscal policy, with regards to transit or administrative check processing programs.
Prepare and provide financial reports and advise leadership and customer agency staff on assigned finance activities and processes.
Assist Agencies with interpreting financial data and reports.
Conduct limited financial reviews, determine compliance, and identify minor transit problems.
Assist in the correction of internal controls and reporting weaknesses.
Participate in developing new processes or procedures to improve administrative check processing and Transit program operations.
Assist transit users by addressing questions or problems regarding transit use policy.
Make process improvement recommendations and track transit use by monthly invoices.
Notify transit customers when GO! Cards have arrived.
Support DOL's Administrative check processing program.
Ensure the total number and value of checks deposited at Treasury agree with DOL systems and regional OCTnet records.
Maintain OCTnet documentation to satisfy requests for information from customer agencies, Headquarters, or audit staff.
Review transit applications for accuracy and submit processed applications, modifications, and close-outs to HHS.
Perform a variety of complex financial assignments.
Perform other duties as assigned.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Education Requirements Or the Specialized Experience to qualify for Financial Management Specialist, as described below.
Education Substitution - If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
If qualifying based off education for the GS-9 level, applicant must posses:
LL.B or J.D., if related PhD or equivalent doctoral degree
OR
2 full years of progressively higher level graduate education leading to such a degree
For GS-9: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-9 includes: Experience with using the Treasury OTCnet software to process Administrative Checks; and Experience with processing Transit Subsidy applications.
Education
