The Buy America Program Manager will serve as FHWA’s national expert on Buy America in developing and administering engineering policies and procedures, technical guidance, national expert technical program assistance, and leading the development and deployment of Buy America domestic preference requirements. The incumbent may also be responsible for developing and administering contract administration guidance for Federal-aid programs.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume or you may be deemed ineligible.   For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included: Experience providing expert technical guidance by independently interpreting laws, regulations, and policy concerning application of Buy America requirements for Federal-aid highway construction projects; AND Experience advising and collaborating in the resolution of deficiencies with Buy America compliance in contract administration and construction. Although you must meet the mandatory education requirement, you cannot qualify for GS-12 and above grades based solely on education, you must meet the specialized experience, which is cited above for this grade. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
