Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Performs a wide variety of administrative duties and transactions in support of cemetery operations. The position will help oversee day to day operations of the Public Information Center (PIC) and assist the Administrative Officer in support of administrative operations at Georgia National Cemetery. Serves as the primary POC for delivering same-day Presidential Memorial Certificates. Incumbent may also serve as a Government Purchase Cardholder, Contracting Officer Representative, or as a Facility Timekeeper. Performs work related to the acquisition and/or development of program information and resource materials to support the policy development and technical activities of the headstone and marker program. Coordinates incoming data from a variety of sources. Employee is responsible for the ordering, accuracy of inscription and quality control for more than 3,000 headstones annually. Incumbent will serve as back-up lead, ensuring case accuracy and workload distribution remains consistent in the absence of the Lead Cemetery Representative. Meets the next of kin, relatives and friends of the deceased. Explains procedures and provides information on the various regulations concerning interment and related activities of the cemetery. Obtains proper information from the next-of-kin that pertains to the marker through means of the certification of Monument Data form. Obtains all other supportive documentation for the completion of the interment. Incumbent escorts the remains and the family to the committal site and coordinates the military honor or presents the flag. Incumbent follow established guidelines as stated by the National Cemetery Administration regulations and local policy and procedural directives in the resolution of complaints. The incumbent must be able to determine eligibility requirements and advise funeral directors and next of kin accordingly. Performs public outreach as needed. Work schedule: Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Must have the ability to type at least 40 words per minute. Must possess and maintain a valid state driver's license. You may qualify based on your as described below: GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Physical Requirements: This work requires frequent walking, standing, pushing of casket biers, bending and stooping. Frequent arm and leg movements are required when setting niche covers. Incumbent lifts objects, which weigh up to 40 pounds such as niche covers, chairs and tables. Sitting and occasional lifting of records and supplies.
