You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the Safety Division of NAVAL FACILITIES ENG COMMAND MARIANAS.

Duties

You will manage all aspects of the command's Safety Management System (SMS) within assigned area. You will manage and execute the command's Confined Space and Fall Protection Program. You will manage all applicable mishap prevention programs. You will develop, implement, and track goals and objectives for the safety program applicable to command operations. You will develop safety program policy, procedures, and guidance, and update all policy and procedures as requirements change and/or when new technology or best practices emerge. You will assist in the preparation of the budget for the Safety Office and Command Safety Program. You will promote safety through the development, coordination, implementation, and evaluation of a comprehensive safety promotion program. You will prepare and present briefings on mishap data metrics, statistical analysis, and overall status of safety programs to command leadership. You will administer a safety data management information system that collects and tracks safety program activities such as program compliance, mishaps, safety training, inspections, and deficiency data.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications

GS-12 In addition to the Basic Requirements for this position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing, managing and executing a Safety and Occupational Health program, including planning, scheduling, and conducting inspections, evaluations, and surveys of facilities, equipment, and operations at various locations to determine compliance with regulatory requirements for the command. GS-11 In addition to the Basic Requirements for this position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting inspections, evaluating safety hazards, recommending effective countermeasures and providing safety consultation and assistance concerning the application of safety policies and practices. Undergraduate and Graduate Education:
Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:

  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
