THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY SUPPLY SYSTEMS ANALYST (Title 32), Position Description Number D0891P02 and is part of the OK JFHQ, Oklahoma Army National Guard.

Duties

This position is located in the Deputy Chief of Staff (DCS) G-4/DCSLOG, Joint Force Headquarters (JFHQ), Army National Guard (ARNG) Property Management Readiness Branch. Supervises subordinates in the Readiness Branch. Its purpose is to plan, organize, review, evaluate and supervise the work of the branch and to perform analysis of supply procedures, services, directives and management functions of the branch. Performs a full range of supervisory duties. Implements accepted provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management. Selects or contributes to the selection of subordinates. Listens to employee grievances and deals with union representatives as required. Establishes performance standards, authorizes leave and is responsible for time and attendance. Ensures adequate training is available for employees within the branch. Initiates formal requests for personnel actions. Ensures accuracy of position descriptions. Ensures a safe working environment for all employees in accordance with current safety and OSHA requirements/directives. Reviews, analyzes, and interprets supply directives and procedures. Formulates and recommends operating procedures to achieve optimum support to the logistics program on matters pertaining to property Develops and provides data for property readiness of supported units/activities to the Logistics Management Officer (LMO), DCS-G4/DCSLOG, and Readiness Committee. Manages and coordinates the turn in of excess equipment and lateral transfer of equipment assets to improve readiness for property books assigned to the Commands. Coordinates with USPFO for lateral transfer or turn-in of equipment. Coordinates with Logistic Support Activity (LOGSA), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program manager's and USPFO for receipt of required equipment to support readiness objectives. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Is responsible for ARNG state logistical readiness support program to ensure units/activities receive guidance and assistance required to correct problems and deficiencies. Analyzes recommendations and issues written or verbal instructions to ensure units achieve maximum readiness posture. Coordinates work with unit/activity representatives concerning priorities, procedures and work accomplishment. Directs and publishes procedures to unit/activity representatives for implementation/update of property management Standard Army Management Information System (STAMIS). Directs and provides written technical guidance to unit/activity representatives involving property book readiness procedures and functions. Analyze trends for effectiveness and efficiency. Conducts appropriate follow-up to assure deficiencies optimal allocation of resources in order to improve readiness. Prepares budget estimates for Military Table of Equipment/Table of Distribution & Allowances (MTOE/TDA) change considerations. Coordinates with Army Material Command (AMC), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program managers to effect receipt of required equipment to support readiness objectives. Acts as the Total Package Fielding (TPF) manager for the DCS-G4/DCSLOG. Coordinates incoming major end items to support readiness objectives. Coordinates system administration for the property readiness branch to include STAMIS security, software and hardware changes.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • May be required to successfully complete a probationary period.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: WO1 through CW3 or O1 through O3 GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Ability to direct the work of subordinate employees in accomplishing the work of the unit. Practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations. Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management. Utilizes knowledge of cost, existing policies and procedures in accomplishing work assignments. Ability to analyze information and trace sequence of transactions to resolve problems.

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
