About the Position:
The position is located within the Facility Management Division of the Carl R. Darnall Army Medical Center located on Fort Cavazos, TX. Employee will mainly work in an office environment, however, frequent and periodic construction site investigations/inspection are required.
Duties
Analyze the nature and scope of projects, makes feasibility studies, and reconciles project intent with sound engineering practices.
Determine and interpret code, specification, regulatory and local requirements and policies
Develop construction plans and specifications for large and small facilities supporting a variety of functions using conventional materials and a wide range of contracting methods.
Develop cost estimates to aid in the plan and control of projects.
Discuss plans and specifications with contractors, construction inspectors, and shop personnel, rendering interpretation and technical assistance as the need arises.
Make field visits to investigate and collect data as to nature or condition of existing facilities in order to determine what can be done to provide, improve, or restore facility or structure.
Conduct feasibility studies on various systems, i.e., roofing, walls, flooring, doors, windows or interior and exterior surfaces of structures, to determine the most economical, while maintaining quality.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A pre-placement medical examination is required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

Basic Requirement for Engineering Technician:
Specialized Experience: One year of specialized experience which includes validating construction/renovation project requirements; preparing various contract documents such as Performance Work Statements (PWS), Performance Requirements Summaries (PRS), or Quality Assurance Surveillance Plans (QASP); assisting in the management and execution of construction/renovation projects to include cost estimating, cost breakdown, or working with contractors/suppliers for project completion or as a Contracting Officers Representative; reviewing construction/renovation submittals; and coordinating with stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). Applicants who are current Federal employees or who are eligible for Reinstatement may be able to qualify with experience equivalent to the second lower grade, GS-09.
