You will serve as a Mechanical Engineer in the Design & Construction Division, Capital Improvements Business Line of NAVAL FAC ENGINEERING CMD WASH. This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.

Duties

You will advise multi-disciplinary teams on facility development products or services to ensure successful project execution. You will evaluate engineering design, construction, operation, maintenance, and repair of utilities equipment and systems to resolve any issues in a timely matter. You will resolve engineering problems with architectural and engineering contractors, experts from other engineering functions, and co-workers. You will write documentation to resolve disagreements concerning facilities engineering issues.

  • Occasional overtime is required but not guaranteed on a regular basis.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a Selective Placement Factor for the GS-13 grade level that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) by any state in the U.S., the District of Columbia, Guam, or Puerto Rico is required. * NOTE: You must submit a copy of your current registration with your application to be considered for this position* GS-13: In addition to the Basic Education Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices; 2) Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation; 3) Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids; and 4) providing design support prior to construction award and provides the successful management of any and all post-award aspects of the construction portion for the projects assigned. GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Using Whole Building Design Guide (WBGD) and energy modeling software (i.e. Auto desk software, Microsoft Office, mechanical engineering design, analysis software) to assist with producing proposed design drawings and specifications for mechanical and utility systems; 2) Preparing calculations, cost estimates, project documents, reports, and designs for technical adequacy and sound engineering practice; 3) Presenting proposed engineering designs and plans and results of studies to upper management and project stake holders; and 4) Providing design support prior to construction award and provides the successful management of any and all post-award aspects of the construction portion for the projects assigned. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
