This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a team leader for the Hydrographic Surveying Branch in-house survey crews. Projects include dredging, harbors, jetties, breakwaters, levees, relocations, environmental restoration, wetland restoration, fish hatchery facilities, recreation facilities, emergency response.

Duties

Assure the quality and accuracy of production of all mapping of hydrographic surveys, site surveys, condition surveys, cadastral surveys, and pre- and post-dredge surveys within the district. Responsibility for coordination with the Geospatial Data Coordinator to ensure that all mapping data is entered in the Geospatial Data Inventory. A-E acquisition, negotiation and administration. Review Statements of Work (SOW) for surveying and mapping requirements for major flood control, navigation, harbor, coastal protection, ecosystem restoration and multi-purpose projects Serves as lead reviewer of all as-constructed post-survey related work including data analysis, plotting, volume computation reports, survey data conversions, final production of hydrographic survey drawings. Responsibility for storing and archiving all hydrographic and land survey data. Maintains a website for the database on the central server, accessible to all District elements.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes planning, scheduling, and overseeing hydrographic and topographic surveys with in-house resources; leading the team on indefinite delivery task orders involving acquisition, negotiation, administration, and quality assurance; and making recommendations on A-E survey contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
