About the Position: Serves as Administrative Officer to Operations Division providing essential management services involving administrative support, manpower, budget, training, and personnel activities to more than 300 Operations Division personnel for the St. Paul District.
Duties
Assists in the execution of policies as they pertain to the administrative functions and assists the Chief and Deputy Chief of Operations with administrative activities and day-to-day operations.
Serves as action officer between Operations Division and the Civilian Personnel Advisory Center (CPAC) pertaining to all aspects of talent management, organization structuring, position management, and manpower utilization.
Analyzes mission, management objectives, and organizational goals to determine current and projected personnel needs and potential placement opportunities/issues.
Coordinates with manpower specialists assisting in the performance of surveys to ensure validity of information and realistic identification of manpower requirements.
Works with resource management manpower and personnel specialists to maintain the Operations Division Internal Manning Document (IMD).
Advises and assists management and staff with civilian personnel life cycle events, from hire to retire, and provides referral to proponent offices as appropriate
Serves as the Operations Division Drug Testing Program (DTP) Coordinator, supporting field supervisors with employees in Testing Designated Positions (TDPs).
Serves as the Operations Division subject matter expert (SME) on disposition of Workers Compensation Program claims.
As the Operations Division Training Officer, administers and executes the Division’s Training Program, prepares, and maintains Operations’ training budget.
Serves as the billing official for Operations Division’s Government Purchase Cards and Government Training Credit Cards..

Specialized Experience: One year of specialized experience which includes meeting two of the following:1) Evaluate financial information to assess overall financial performance of an organization; 2) assist in the execution of policies as they pertain to administrative management functions ; 3) provide advice on recruitment and/or staffing issues; 4) execute a training program and/or prepare an operations training budget; 5) oversee the coordination of all employee onboarding and departure activities through automated and/or manual procedures; 6) implement administrative policies and/or procedures to enhance support service functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting three of the following:1) Evaluate financial information to assess overall financial performance of an organization; 2) assist in the execution of policies as they pertain to administrative management functions ; 3) provide advice on recruitment and/or staffing issues; 4) execute a training program and/or prepare an operations training budget; 5) oversee the coordination of all employee onboarding and departure activities through automated and/or manual procedures; 6) implement administrative policies and/or procedures to enhance support service functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
