Duties
You will coordinate and communicate project requirements to a wide range of individuals and organizations both within and outside Military Sealift Command (MSC).
You will directly manage and provide oversight of IT Infrastructure ops (hardware, software, operating systems, firmware and services) including LAN/WAN, connectivity for the internet, NIPR, and client-server architectures.
You will serve as the customer's initial point of contact for new proposals and management of existing IT and communications support for the Backup Network Operations Center (BNOC).
You will provide input to requirements for contractor support and build an effective contractor support team while assisting in the administration of the provisions of complex, multi-function IT contract.

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Determining whether or not contractor performed work meets standards of adequacy.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Providing technical guidance on the loading and operation of microcomputer software and hardware.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Communicating project plans and expected outcomes to users, other project managers, and subordinate personnel.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Conducting reviews, developing and providing inputs/comments on all documents pertaining to support of BNOC.

In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a mastery skill in IT concepts, procurement regulations, program management principles and understanding of the MSC mission.
Experience applying network systems management methods including end-to-end systems performance monitoring, designing, developing, managing, and enhancing highly efficient network systems that respond to the missions requirements.
Experience communicating sufficiently to prepare and present reports, communicate complex technical requirements, interpret guidelines, and represent the interests of Information and Communications Systems programs/projects in interactions with the organization.
Experience developing the specifications and statements of work necessary to acquire contractor support to meet requirements and reviewing technical proposals submitted by contractors for IT management and support services.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
