Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position, Air Traffic Control Specialist, GS-2152-12 is to serve as the Program Manager for the small Unmanned Aircraft Systems (sUAS) Program.

Duties

- Serve as sUAS program manager and advisor to Tinker AFB on sUAS airspace integration, deconfliction, and management. - Direct and/or provide technical expertise for Tinker airspace integration activities related to developing standards, procedures, policy, and enabling technology necessary to safely integrate small sUAS aircraft operations with manned aircraft operations in non-segregated airspace. - Plan, organize, and train sUAS users at Tinker AFB ensuring UAS operations comply with legal and regulatory requirements and meet customer needs. - Must be articulate, in both written and oral form, to communicate issues and requirements to both domestic and foreign stakeholders as well as formulate and coordinate decisions and policies to and for Air Force and other government agencies. - Assist Tinker AFB organizations and mission partners and other government agencies in the development of sUAS guidance, policy and procedures, training materials, concepts of employment and operations (CONEMPS/CONOPS) and tactics, techniques, and procedures (TTPs).

  • Work Environment: The work is performed in a properly heated, ventilated, well-lighted normal office setting and outside environment, such as the airfield.
  • Joint Air Operations Airspace Management/Integration experience is critical to the successful completion of the work.
  • Qualified Small sUAS operator experience and system knowledge is highly desired for the successful completion of the work.
  • Contract Representative (COR) experience and have completed COR training is highly desired.
  • Air Traffic Control experience highly desired for the successful completion of the work.
  • May be required to work overtime.
  • Selectee may be required to serve a probationary or trial period.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement (IOR): 2152 - Air Traffic Control Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as the ability to assist with recommendations, guidance and technical expertise in assignments involving small unmanned aircraft systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Detailed, comprehensive knowledge of USAF owned and/or leased sUAS operations including physical and performance capabilities and limitations. 2. Comprehensive knowledge of FAA, USAF sUAS/airspace management, instrument approach procedure regulations, instructions, and guidance. airspace operational experience and instructor experience is highly desired. 3. Knowledge of USAF, sUAS CONOPS/CONEMPS, and Tactics, Techniques, and Procedures. Combat airspace operational experience and instructor experience is highly desired. 4. Comprehensive knowledge of FAA, USAF, sUAS operations, lessons learned, and operational policy and procedures. Close coordination with these agencies is constantly required and knowledge is not limited to the air traffic control career field alone, but also instrument approach procedures, airspace, and training. 5. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level sUAS plans and programs in areas such as NAS access, ATC operations, airspace, frequency management, instrument approach procedure design, and scheduling. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
