WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION?

Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Project Management
The following are the duties of this position at the full working level.
Supports the CAFM Program Managers (PM) and is knowledgeable in all technical facets pertaining
to CAFM database management and CAD drawing management. In this capacity, he/she supports the
maintenance and updating of the master set of CAD drawings, the CAFM database and associated
electronic document management program for all facilities owned or leased by the IRS.
Liaisons with Information Technology (IT), FMSS HQ Program Owners, FMSS Program Managers, AutoCAD program managers, and contractors on all aspects of CAD software use and CAFM system deployment. Coordinates efforts to ensure local CAD and CAFM users have the necessary software, hardware, and peripherals in accordance with national standards and
established user profiles. Develops and initiates action plans to implement local installations.
Develops reports using the CAFM systems to support FMSS HQ and territory staff and is a contact for CAFM system users for questions or trouble reports.
Supports the CAFM Program Managers and coordinates training needs for CAD and CAFM system users. Develops and conducts workshops for HQ and local staff.
Communicates with FMSS process owners, and program managers to update the CAFM system and recognizes and develops appropriate responses to environmental or internal changes affecting data in the CAFM system. Identifies problem areas/trends and determines best approach to address/resolve issues.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.
Examples of possible qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. General knowledge of and use in AutoCAD 2017 or later. General use of Excel to analyze data and report out on findings. Familiarity with and use of IWMS systems such as Archibus or TRIRIGA
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization
Project Manager or Facilities Manager experience that included responsibilities for assisting with a variety of support services such as space and occupancy planning, managing and maintaining employee data, analyzing space or occupancy data for projects. Perfecting data in an IWMS system.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
In addition, knowledge of concepts, practices, regulations policies and precedents associated with Computer Aided Drafting software version 2009 or later; Knowledge of and skill in using word processing documents and spreadsheets; Experience analyzing and evaluating, both qualitative and quantitative data to compare results and ensure the validity of the data.
OR
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.
Examples of possible qualifying specialized experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.

In addition specialized experience that demonstrated knowledge of concepts, practices, regulations policies and precedents associated with Computer Aided Drafting (AutoCAD) software version 2017 or later and skill in Adept and local Master drawings, load and unload x-references, plot user master drawings, project drawings, occupancy plans and highlight drawings; Experience analyzing and evaluating, both qualitative and quantitative data to compare results, ensure the validity of the data and enable efficient identification of changes to insure accuracy.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
This is a Bargaining unit position.
Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
Alternative work schedule, staggered work hours or telework may be available.
In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
Education

GS-07 LEVEL EDUCATION REQUIREMENTS:
One (1) year of graduate level education at an accredited college or university in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of a related field of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major related field of study or those courses in the major completed in the last two years of a related field of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-09 LEVEL EDUCATION REQUIREMENTS:
Master's or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
OR
Two full years of progressively higher-level graduate education leading to a master's degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled
GS-11 LEVEL EDUCATION REQUIREMENTS:
Ph.D. or equivalent doctoral degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
OR
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
