This position is located in Bent's Old Fort National Historic Site, in the Interpretation, Education and Visitor Experience Division.

Duties

This position serves as the Interpretation, Education, and Visitor Experience Program Manager for Bent's Old Fort NHS and the other parks of the High Plains Group. The Incumbent is a member of the park's Leadership Team and reports directly to the Park Superintendent. The incumbent has overall responsibility for the management, planning, administering, and evaluation of sound Interpretive, Education, and Visitor Experience Services programs, as well as effective Fee, Special Park Uses, Public Information, and Volunteer-In-Parks programs. The incumbent supervises permanent, temporary, intern, and volunteer staff. Specific supervisory duties constitute a minimum of 25% of the responsibility of this position. In addition to direct oversight of the Interpretation, Education, and Visitor Experience Program at Bent's Old Fort NHS, the incumbent will provide technical support to the Site Managers of Amache National Historic Site, and Sand Creek Massacre National Historic Site in support of those park units Interpretation, Education, and Visitor Experience programs. The Division Program Manager develops short- and long-term plans, directs, coordinates, implements, and evaluates the effectiveness of park interpretive and education programs and provides visitor services. In addition, the position uses current scholarship of natural, cultural, and recreational resources to develop relevant and engaging outreach and education program for diverse audiences. The position manages and directs operations for maximum program coverage, effectiveness, and short and long-term project accomplishment. The incumbent is responsible for setting and supporting standards of high-quality programs and interactions between staff and visitors, and promote team building and collaboration, both within the division and with other divisions. Through training and program development, the position helps support and provide meaningful opportunities for visitors to co-create interpretive experiences and build stewardship for park resources and meanings. The position finds ways to develop programs that meet the audience's particular needs, while still meeting the program's interpretive goals and themes. Physical Demands: The work requires some physical exertion and can involve extensive periods of standing and walking, in some cases over rough surfaces or inclines outdoors, and carrying backpacks, tools, rescue equipment, or other loads. Some employees may engage in firefighting, search and rescue or other strenuous activities; these employees may be required to lift or carry equipment weighing more than 50 pounds over long distances. Employees who participate in all-risk operations will be required to meet fitness requirements on a continuing basis. Working Conditions: The work can include moderate risks or discomforts that require safety precautions (e.g., exposure to extreme temperatures, climates, rough terrain, wild animals, pests, and/or insects). The incumbent may be required to use protective clothing or gear, such as masks, boots, gloves, etc. Some employees may be engaged in all-risk operations and be exposed to high risk and potentially dangerous situations, which require a range of safety and other precautions.

Qualifications

All qualifications must be met by the closing date of this announcement-04/26/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: coordinating, managing or directing interpretive programs; developing long range program plans; developing educational programs; managing interpretive staff or other similar work. Specialized experience includes supervising a recreation fee revenue program; fee collection; depositing of revenue; tracking of expenditures and reconciliation; and adherence to all legal and policy requirements. You must include hours per week worked in your resume. -OR- EDUCATION: Successful completion of at least three full academic years of progressively higher level graduate education, a Ph.D. or equivalent doctoral degree in a directly- related field such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified above may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in this position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described above (50% of the experience requirement), and 45 semester (or 68 quarter) hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education requirement). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
