WHAT IS THE TAXPAYER SERVICES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Customer Assistance, Relationship and Education, Stakeholder Partnerships, Education & Communication (SPEC), Chicago Territory 204. SPEC Mission Statement: Assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers. SPEC accomplishes the mission through establishing relationships with partners and volunteers through the Volunteer Income Tax Assistance (VITA) program. VITA is an IRS-sponsored program that provides underserved communities with free tax filing assistance, using IRS-certified volunteers. To learn more, check out the IRS.gov VITA site here: Free Tax Return Preparation for Qualifying Taxpayers | Internal Revenue Service (irs.gov) The following are the duties of this position at the full working level. Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards. Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages. Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products. With some guidance, plans, prepares and conducts, or arranges for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits emerging issues and new legislation to targeted audiences. Delivers objectives through a portfolio of partners, requiring customized marketing strategies to promote voluntary compliance. Conducts studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience with the development and promotion of materials and services to customers or internal/external stakeholders, through the planning and implementation of marketing and communication plans, to inform and educate customers, taxpayers, and/or partners on various matters; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products. OR PH.D. or equivalent doctoral degree in a related field of study. OR Three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university. OR LL.M. if related OR A combination of qualifying graduate education and experience as described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
