This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Performs a variety of budget administration functions in the formulation, execution and review of the District funding programs for the Real Estate Division.
Duties
Responsible for the financial development and schedules to initiate, plan, direct, coordinate and execute the planning and control operations of the military program organization and management planning.
Through the collection and analysis of fiscal data and the application of regulatory requirements, prepares a variety of reports for other district elements or for transmittal to higher authority.
Serves as funds control officer for the Real Estate division, providing explanations and guidance on procedures for preparation of documents, i.e., CEFMS documents such as PRCs, supply requisition documents, etc.
Performs recurring evaluation of Real Estate payments and collections, Government Purchase Card, and labor, funding, and time and attendance functions, according to prescribed laws, regulations, policies and processes.
Accumulates, consolidates, and analyzes budgetary data against established criteria, trends and experience factors.

Vacancies from this announcement may be filled at the following grade levels: GS-11. This position has promotion potential to the GS-11 grade level. If selected below the full performance level, incumbent maybe non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
Specialized Experience GS-11: one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as: 1) Analyze financial management data in order to provide advice for management decision-making; and 2) Review and evaluate financial management systems problems and issues; and/or 3) Analyze financial management data in order to provide advice for management decision-making relating to real estate functions.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
