This position is part of the Office of Inspector General, U.S. International Development Finance Corporation.
As an Auditor, the incumbent will serve as a technical expert of an audit team conducting systematic performance, financial, or attestation reviews and audits of programs/operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse.
Duties
- Perform research and execute the audit program and day-to-day team activities required to complete the audit and/or project.
- Devise innovative auditing techniques, and participate on multiple audit projects and programs simultaneously.
- Study and integrate findings of a number of audit efforts to define audit targets, develop audit criteria, or new approaches for use by other auditors.
- Prepare audit plans or guidelines for comprehensive examination of various functional areas.
- Conduct research, identifies issues and risks, and plans audit step that provide results in terms of dollar savings and/or non-financial benefits to DFC.
- Identify, select, and apply appropriate quantitative/qualitative analytical methods and tools to collect, arrange, process, and present data.
- Develop well-supported findings and appropriate recommendations that are cost-effective and actionable.
- Produce audit documentation, such as internal review reports, corrective and preventive action plans, internal reviews, standard operating procedures, and work instructions to effectively communicate to internal/external stakeholders.
- Assume Auditor-in-Charge (AIC) duties as assigned, as well as coordinate activities of an audit team including developing project budget, tracking staff hours, establish and monitor milestones, and mentor junior staff.
- Make recommendations or influences decisions on programs that involve matters such as improvements in business processes, organizational structure, management systems, or controversial situations.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
BASIC EDUCATIONAL REQUIREMENT
A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
ADDITIONAL REQUIREMENT
In addition to the Basic Educational Requirement listed above, you must meet the required specialized experience listed below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability in all of the following;
1) Manage, conduct, or serve as a technical expert in the areas of performance audits & financial statement audits in accordance with Generally Accepted Government Auditing Standards/other applicable standards.
2) Develop short-range and long-range planning guidance.
3) Lead nationwide, federal or international performance and/or financial-related audits work.
4) Communicate audit findings, justifying conclusions reached and recommending courses of actions in an audit environment.
5) Maintain relationships with program/management officials representing auditees throughout the audit process and interfacing effectively with agency officials.
6) Prepare and/or review written reports, work papers and other documents in order to appropriately document audit findings and results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
