This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions and Cyber Security and related positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in Branson, MO.
Duties
Serves as a Senior Operational Technology (OT) Analyst for cybersecurity at the OT Monitoring Center (OTMC) under the direction of the Deputy Director, US Army Corp of Engineers (USACE).
Provides technical leadership in SIEM, Big Data Platform (BDP) including artificial intelligence (AI) and machine Learning (ML) solutions both on premise and in the cloud environments.
Provides Cyber Network Defense /Defensive Cyber Operations (CND/DCO) methodologies to SIEM, BDP, AI and ML architectures and designs to promote centralized Attack Sensing and Warning.
Provides technical expertise, advice, and oversight regarding all aspects of the OT Monitoring System (OTMS) and OTMC for the continuous monitoring of control systems.
Analyzes tool workload, monitors capacity and performance, diagnoses, and resolves alerting problems, develops SIEM backup and recovery procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is part of the Random Drug Testing Program. Must submit to a drug test upon appointment and then randomly thereafter.
- As a condition of employment within six months of appointment incumbent must possess or be able to obtain and maintain the certification as a CSSP Analyst, CSSP Incident Responder or CSS Infrastructure Support.
- Essential Personnel: Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, acts of terrorism, or lack of funding.
- This position is an on-call 24X7 and/or incumbent may be required to work overtime as mission requires.
- TDY may be required up to 25% of the time.
- May be required to obtain and maintain a valid U.S. Passport.

GS-13 Specialized experience: One year of specialized experience which includes at least 2 of the 3 following: (1) developing cyber security concepts, theories, and cyber protection techniques to review proposed new systems, networks and software designs OR (2) providing expert technical advice on IT architectures and infrastructures, including design features and operational processes OR (3) recognizing cyber security deficiencies by monitoring threat conditions and providing documentation explaining DOD cyber requirements and vendor cyber services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-12 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: 1) Experience analyzing cybersecurity events to ensure system integrity against technical and physical risks, OR 2) Identifying vulnerabilities or inadequate cybersecurity in Operational Technology, OR 3) Reviewing impact of cybersecurity policies and procedures to present recommendations for improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-11 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: (1) Network defense subject matter expert for alert and warning tools, environments, and services OR (2) Analyzing new cybersecurity tool initiatives and technologies for potential organizational use OR (3) Analyzes tool workload, system performance, diagnoses, and resolves alerting problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.(Note: You must attach a copy of your transcripts.)
GS-9 Specialized Experience: One year of specialized experience which includes at least 2 of the 3 following: (1) Collaborate with other analysts and technical leads to monitor intrusion detection systems (IDS) OR (2) monitoring network activity and analyzing it for evidence of suspicious behavior to report events that occur or might occur within the control system OR (3) communicate security issues and control gaps to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.(Note: You must attach a copy of your transcripts.)
