This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Natural Resources Specialist (Park Ranger) with US Army Corp of Engineers, Galveston Operations Division, Project Operations Branch, Houston Project Office located in Addick (Houston), TX.
Duties
Prepare and/or work with project and lake staffs in the preparation of various planning documents.
Oversee the conservation, preservation, restoration and use of the projects natural resources.
Develop and/or administer the agricultural out-lease program designed to protect and further enhance fish, wildlife, vegetative and water resources.
Plan, organize, and coordinate recreational management activities at all field offices in the Project Office.
Plan and coordinate the construction for the rehabilitation of picnic sites, roads, and associated structures in park areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Testing Designated Position (TDP) – The incumbent of position is subject to pre-employment and random drug testing.
- Incumbent is required to obtain and meet the requirements of a pre-employment physical examination.
- Incumbent must possess and maintain a valid state issued driver's license.
- Operation of government vehicle is required (Incumbent serves as an incidental motor vehicle operator and operates an automobile, light truck, ATV or motorboat to accomplish assigned duties).
- Incumbent must be able to obtain (and maintain) USACE certification for operation of a motorboat.
- Incumbent must be able to obtain and maintain Citation Authority Certification.
- Incumbent is required to wear a prescribed uniform while in a duty status.
- NOTE: This is a Mission Essential position. A Mission Essential employee is required to report for, or remain at, work in emergency situations; dismissal or closure announcements do not apply to him/her unless his/her supervisor instructs otherwise.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Natural Resources Specialist (Ranger):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: Planning, organizing, or coordinating recreational management activities such as Recreation and Park Administration, Shoreline Management or Emergency Operations and Maintenance Plans; AND 2) Developing or implementing plans for recreation facility improvement; AND 3) Developing or administering park service contracts. (NOTE: This experience MUST be well documented on your resume or application package.) This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
