The Assistant Fiduciary Hub Manager shares responsibility with the Fiduciary Hub Manager for the administration, control, and direction of the Fiduciary Hub Division. This includes representing and protecting the rights and interest of veterans, minor beneficiaries, and their families. The Assistant Fiduciary Hub Manager also shares the direction of the Fiduciary Program that performs technical, administrative, investigative, and professional work.
Duties
Provides leadership and direction to the Hub and coordinates its activities with other Fiduciary Hubs, Regional Offices, and Divisions within the Regional Office.
Responsible for implementing laws, policies, and procedures by means of supplemental directives, interpretations, and procedural instructions.
Resolves and shares the responsibility for final determinations on questions or interpretation of regulations, precedent decisions, instructions, and other controlling guidelines.
Provides for uniform understanding through training conferences, informal discussions, and instructional memoranda.
Co-manages oversight of the conduct of field investigations for fiduciary matters.
Responsible for ensuring the veterans across the multi-state jurisdiction are in receipt of the full range of VA benefits to which they are entitled.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience as described below:
To qualify at the GS-14 grade, you must have one year of specialized experience equivalent to the GS-13 level or higher. Specialized experience is characterized by:
Thorough knowledge of Federal, State, and local laws, regulations, policies, guides, procedures, and judicial determinations applicable to the Fiduciary Program and veterans' benefits programs (particularly compensation and pension) or similar programs to provide responsible and ethical oversight of Veteran's assets.
Candidates must also have demonstrated in their work experience or training that they possess the qualities to successfully supervise subordinates and to operate and manage a successful program operation to include making and/or approving selections and promotions; preparing performance ratings and awards; making decisions on non-routine training needs, training requests, extensive overtime and employee travel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
