This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Performs equipment operating skills on one or more types of heavy equipment, such as grader, bulldozer, backhoe, and bucket loader to excavate, back fill, grade, or level earth to rough specifications and exact specifications. Performs carpentry skills and techniques to construct, install, repair, and modify wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Operates engineering equipment close to buildings, target positions, trees, drop-offs, or other obstructions on all types of terrain. Operates trucks up to 85,000 lbs. to haul road base, rock, and equipment to and from construction site.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a Commercial Driver's License (CDL) Class A.
  • Incumbent must possess and maintain a valid driver's license.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Incumbent must pass pre-employment medical examination.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • You may be required to sign a Statement of Understanding if you are selected for this position.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator (Carpenter) ~ without more than normal supervision. Such work includes demonstrated experience including operating heavy equipment to move material and equipment from one location to another and performing carpentry duties including repairing and modifying wood and wood substitute structures. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: ENGINEERING EQUIPMENT OPERATOR: Heavy physical effort is used by the operators in constantly reaching, bending, turning and moving hands, arms, feet and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Individual is required to work in awkward and strained positions, strenuous because of the generally larger pieces of equipment and the requirement for frequent adjustments under adverse operating conditions. CARPENTER: Carpentry work is performed in the wood shop and at job sites. Individual stands for extended periods while operating machines such as bench planers, saws, and drill presses. The work requires considerable bending, kneeling, and stooping. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood, framing members, and other building and construction materials. Works using manual or portable power tools for extended periods in uncomfortable positions. On-site work typically requires bending, stooping, crawling, and climbing on ladders, scaffolding, and rooftops. Individual may lift and move materials up to 40 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers. WORKING CONDITIONS: ENGINEERING EQUIPMENT OPERATOR: Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces and forests. The operators are exposed to injury due to the possibility of the equipment overturning. Individual is subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust when operating large and complicated equipment. CARPENTER: Work is performed in shop areas where the worker is exposed to moderate or high noise levels from operating machinery, saw dust in the air, glue fumes, and hazard associated with woodworking and related power equipment. When working at job sites, worker may be exposed to weather conditions and hazards of working on and around scaffolds and ladders. Individual is subject to cuts, bruises, and contusions. Work may be in confined areas such as crawl spaces and attics which may be dusty and dirty. Individual uses protective devices such as earplugs, safety glasses, respirators, and gloves. Assignment to duties other than those above for a period exceeding 30 days constitutes a misassignment and must be corrected by appropriate Operating Official submitting a Request for Personnel Action, either to detail, temporarily promote or to permanently assign employee to the appropriate job.
