Duties
You will recommend actions required for the implementation of all rules, regulations, and policies relating to travel and disbursing operations for Managers Internal Control, Financial Improvement and Audit Readiness and Record's Management.
You will review and analyze all types of complex travel orders and travel claims, passports and other miscellaneous functions of the Employee Services Division.
You will apply to the principles of appropriation law and interpret both internal and external policies as they pertain to funding in the Navy Working Capital Fund.
You will serve as a subject matter expert regarding interfaces between disbursing systems and Navy Enterprise Resource Planning system, with only highly complex issues requiring critical and independent judgement referred to the Division Head.
You will compile data and maintains records of standard system performance, customer satisfaction, and other performance metrics in order to prepare charts, graphs and narrative information for management.
You will advise management on the appropriate distribution of work and recommends staffing levels and skills mix to maximize efficiency.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a bargaining unit position.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE NT-02: Your resume must demonstrate least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 or grade level (GS-04) in the federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS 5-8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector applying policies, regulations or rules relating to travel or disbursing operations by compiling data or maintaining records for an organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE NT-02:
- Successful completion of a four year course of study leading to a bachelor's degree; or
- A combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus percentage of the required experience must equal one hundred percent.
FOR THE NT-03:
- Successful completion of a master's or equivalent graduate degree; or
- Successful completion of two full years of progressively higher level graduate education leading to a master's degree; or
- Successful completion of an LL.B. or J.D. that is related to the position being filled; or
- A combination of specialized experience and graduate education as described above that equates to one year of experience.
