Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The incumbent serves as the Senior Vice President (SVP) of CTEP, who reports to the President and Chairman of the Board of Directors of EXIM (Chair), with a dotted-line relationship to the Chief Banking Officer who provides guidance, insight, and action on EXIM's business development efforts, potential projects, and deal flow that further the Program's Congressional mandate. The incumbent leads and manages the CTEP programs and policies for EXIM. The incumbent also provides leadership, direct supervision, and management support to a team of professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for the CTEP; Continually monitors and evaluates budget, fiscal, and administrative controls to manage CTEP programs and services. Duties include, but are not limited to: Provides leadership, direct supervision, and management support to a team of professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for the CTEP; Continually monitors and evaluates budget, fiscal, and administrative controls to manage CTEP programs and services. Responsible for all protocols necessary for CTEP staff to make determinations at all stages of a transaction lifecycle and for all EXIM products; including ensuring the quality, accuracy and timeliness of all CTEP-related documentation that support EXIM decision-making, whether at the Board or Delegated Authority levels. Maintains exceptional relationships with various internal stakeholders regarding the underwriting, legal and policy functions. Additionally, the incumbent is expected to have expert-level knowledge of past and current PRC developments that impact the EXIM mandate. Develops and converts CTEP-related opportunities into applications that meet Chair and Chief Banking Officer goals for the fiscal year. The incumbent partners with all related business development efforts in EXIM and, as necessary, expedites review of CTEP-eligibility for applications filed by other business development efforts. Furthermore, the incumbent is expected to maintain updated market intelligence of the Transformational Export Areas in service of this duty. Maintains the interagency relationships necessary to a) Advise EXIM's Chair how to align EXIM with wider Executive Branch strategies and policies that compliment the CTEP, b) Advise EXIM Leadership and Staff on wider China competition efforts, trends and opportunities, and c) Solicit interagency support for EXIM's CTEP transactions. Certifies the annual record of CTEP-related transactions, providing updates on the above duties to all EXIM staff as is appropriate, responsibly stewarding all taxpayer resources dedicated to the CTEP mission, investing in CTEP staff to foster a culture of intellectual freedom and collaboration and furthering EXIM's thought-leadership position and reputation for leading-edge approaches.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Communications with senior level officials: Expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives with divergent and conflicting views on issues involved. MTQ 2 - Budget and administrative planning: Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. MTQ 3 - Program/Policy/Project Analysis and Evaluation: Extensive knowledge of an agency's policies, programs and procedures in areas relative to letters of interest, medium-, and long-term products' terms and conditions, application requirements and procedures and fundamental credit requirements. Knowledge of other country export credit agencies is also required. MTQ 4 - Financial Transactions and Portfolio Management: Broad knowledge of domestic and international financial institutions and international banking practices; the structure of the financial services industry; and broad understanding of the relationship between the financial system and international, national and regional economic conditions.
