Duties

Respond to fire alarms, natural gas leaks, and wildland fires. Perform inspections for a variety of types of hazards in areas including quarters, office buildings, barracks, hospitals, and warehouses. Act as a first responder to medical emergencies and perform emergency medical procedures. Participate in and perform rescue or evacuation operations from a variety of structures including buildings or aircraft. Prepare reports of unsafe conditions and conduct follow-up inspections to assure safety violations are corrected.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a drug testing designated position and is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Signing of a statement of understanding acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Incumbent must be able to pass pre-appointment and subsequent periodic medical examinations to determine fitness for continued performance of the duties of the position.
  • Incumbent is subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
  • Incumbent must successfully complete an annual emergency vehicle operator’s course.
  • Occasional Temporary Duty travel (TDY) required (not more than 5%).
  • Incumbent will be required to work 72 hours per week (144 hours per pay period) which includes at least one 24-hour shift and may include working weekends and holidays.
  • Rigorous, heavy physical effort is required in the frequent handling of objects weighing 45 lbs or more; may be required to lift/carry people in emergency situations.
  • Incumbent must successfully complete an annual Job Performance Test.
  • Incumbent must participate in a cardiovascular physical fitness program.
  • Incumbent must wear a uniform and appropriate safety apparel in accordance with established policies and procedures.
  • Employees hired for the first time into primary / rigorous GS-0081 positions must not exceed the established Maximum Entry Age (MEA) at the time of appointment. The MEA for Firefighters is 37.
  • Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Fire Chief/Commander.
  • Incumbent may be required to remain on duty after the official shift ends, i.e., mandatory overtime, subject to recall to duty.
  • Incumbent must maintain a functioning telephone at their residence to aid in contact during recall/emergency situations.
  • Incumbent must possess or obtain and maintain an appropriate, valid state and government driver's license, as well as the appropriate Emergency Vehicle Operator’s certification to operate assigned vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience and/or Education Requirements: GS-05: You must meet one of the following: A. Specialized Experience: One year of specialized experience which includes: Assisting in rescue and/or fire emergency operations; and 2) assisting with basic maintenance of firefighting equipment or facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, (GS-04) B. Education: Successful completion of four years of education above the high school level in an accredited college or university leading to a bachelor's degree with major study in Fire Science, Fire Training, or other related fields of study. (NOTE: You MUST attach a copy of your transcripts.) C. Combination of Experience and Education: A combination of the specialized experience listed in "A" and the education listed in "B" above. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (NOTE: You MUST attach a copy of your transcripts.) GS-06: Specialized Experience: One year of specialized experience which includes: 1) Participating in controlling/extinguishing fires to prevent loss of life and/or property; 2) performing rescue operations; and 3) assisting with administering basic first aid to injured victims. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, (GS-05). NOTE: For the GS-06 grade level you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. GS-07: Specialized Experience: One year of specialized experience which includes: 1) Participating in controlling/extinguishing fires to prevent loss of life and/or property; 2) performing rescue operations; 3) performing patient assessments to plan/initiate the necessary medical emergency response; and 4) driving emergency vehicles such as pumpers, aerial ladder trucks, or crash rescue trucks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, (GS-06). NOTE: For the GS-07 grade level you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, applicants must also possess certifications as indicated below, certified through Department of Defense (DoD) Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M -AND- a State or National Registry Emergency Medical Technicain (EMT) Certification indicating a future expiration date, when applicable: GS-05 Applicants: Within 12 months of appointment, you must obtain and then continue to maintain the following certifications: Firefighter I; Firefighter II; Hazardous Materials (HAZMAT) Awareness; and HAZMAT Operations. -AND-A current Basic Life Support for the Healthcare Provider (Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator) AED) card. -AND- Within 18 months of appointment, you must obtain and then continue to maintain Airport Firefighter certification. GS-06 Applicants: You MUST submit a copy of the following with your application: Firefighter I; Firefighter II; Hazardous Materials (HAZMAT) Awareness; HAZMAT Operations; and Driver/Operator Pumper, -AND- A current Basic Life Support for the Healthcare Provider (CPR and AED) card. Within 12 months of appointment, you must obtain and then continue to maintain the following certifications: 1. Airport Firefighter; 2. Driver Operator - Aircraft Rescue and Firefighting (AARF); AND 3. National Wildfire Coordinating Group (NWCG) Wildland Firefighter Type II Red Card Certification OR S130 and S190 NWCG certifications. GS-07 Applicants: You MUST submit a copy of the following with your application: Firefighter I; Firefighter II; HAZMAT Operations; Airport Firefighter; Driver Operator - Pumper; and Driver Operator - Mobile Water Supply, -AND- A State or National Registry Emergency Medical Technical (NREMT) License -OR- Paramedic certification. National Wildfire Coordinating Group (NWCG) Wildland Firefighter Type II Red Card Certification OR S130 and S190 NWCG certifications. NOTE: This position may be filled at the GS-05, GS-06, or at the full-performance grade level, GS-07. Management may select at any of the grade levels announced.
