The primary purpose of this position is: To perform as the MAJCOM health system analyst for manpower and resource planning, programming, budgeting, and system (PPBS) in support of MAJCOM mission and operational plans. Advises and provides subject matter guidance to major commands, Air Force Field Operational Agencies, and Medical Treatment Facilities.

Duties

Applying Air Force Medical Service Corps and Medical Operations/Readiness (non-healthcare delivery) panel expertise, analyzes major MAJCOM programs to provide planning, programming, budgeting and execution to facilitate the identification and determination of ways to achieve the best mix of forces, equipment and support attainable within fiscal constraints for major mission and operational plans. Executes procedural and policy guidance in-support of the Air Staff, Forward Operating Agencies and MAJCOMs. Performs ongoing evaluation and analyses of PPBES actions in support of major Air Force Medical Operations mission and plans. Analyzes the effects of changes in plans on the PPBES process, developing changes in areas where necessary and preparing justification to support the changes. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBES support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial issues, thereby improving overall medical operational planning in areas of assignment. Performs complex analysis of all manpower, organization, and force structure actions and provides HQ input for the AF Site Activation Task Force process. Provides analysis and identifies all medical equities related to Site Activation Task Force (SATAF).

  • Must be able to obtain and maintain a Secrect security clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying a wide range of qualitative and quantitative methods for the assessment and improvement of plans and programs; including manpower and resource planning, programming, budgeting, financial management directives, organizational concepts, procedures, guidance, policy, systems, and expert knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect the manpower program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of DoD, Joint Service, and agency management principles, concepts, and methodologies including the manpower determinant development and requirements process, financial management directives, manpower and organizational concepts, procedures, guidance, and policy. Expert knowledge of DoD Planning, Programming, Budgeting, and Execution System (PPBES); AF policies, procedures for developing the POM, organizational structures, and mission areas (include healthcare delivery and operational). Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems. Skill in conducting reviews and analyzing and assessing resourcing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness. Ability to communicate concisely and effectively both orally and in writing to establish and maintain good working relationships. Ability to plan and organize studies or projects and move members of diverse groups towards ownership of their study objective without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
