About the Position: This position supports the mission of the General Counsel in the DHA Office of General Counsel in San Antonio, TX.

Duties

Responsible for the detection of potential affirmative claims, conducting legal research, analyzing legal decisions, opinions, rulings, and memoranda, coordinating with higher, subordinate, and adjacent headquarters, and using other sources. Serve as central point of contact in affirmative claims cases for civilian attorneys, insurance company representative, injured parties, witnesses, investigators, physicians, and other hospital personnel. Interpreting and applying governing technical legal issues of high-level importance and broad application. Search for and summarize relevant articles and cases in published cases, law reviews, trade magazines, and similar materials for use by attorneys in the preparation of motions, supporting memoranda, and other legal documents. Review changes to Third-Party Collections Program (TPCP) regulations and directives to determine impact on the overall program. Conduct an extensive and thorough post-settlement review of claims, successfully closed by the MTF to ensure compliance with applicable law and regulation and to address potential actions or claims erroneously closed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Approximately 5% travel may be required. Travel may involve local and/or overnight.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
