About the Position: This position is located at Medical Readiness, 59th MDW Wilford Hall Ambulatory Surgical Center, Lackland AFB, Texas A degree in Emergency Management or Disaster Management is highly desirable. Completion of the Public Health Emergency Management (PHEM) course is highly desirable.

Duties

Develop, author, coordinate, obtain approval, and publish Medical Contingency Response Plan (MCRP), Medical Readiness Training and Exercise Plan (MRTEP). Develop and provide oversight of the execution of emergency preparedness, medical contingency response, disease containment response, and training for required individuals. Perform risk/hazard vulnerability assessments annually throughout the organization. Develop memorandums of understanding and agreement that support all disaster preparedness, medical readiness, and real-world medical deployment situations. Maintain and track items of performance/standards mandated by The Joint Commission (TJC) in regard to Emergency Management (EM).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must be able to Complete the National Planners course within twelve (12) months of appointment to position.

Specialized Experience: One year of specialized experience which includes Assisting with developing, coordinating, implementing, and reviewing plans for emergency management operations; Assist in planning and conducting emergency preparedness education, training, exercises, or drills; AND preparing performance improvement plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsCompliance Inspection and Program ManagementPlanning and EvaluatingSafety and Health Training and Education Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
