THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT.
This National Guard position is for a RESOURCES MANAGER, Position Description Number PDT5126P01 and is part of the Mississippi National Guard.
Duties
As a RESOURCES MANAGER, GS-0501-11, you will serve as the Resources Manager with the responsibility for performing analytical planning, management, and evaluative work relating to the training operations, management and administration of the training program budget.
MAJOR DUTIES:
(1.) Lead the Resources Management Team in planning, programming, budgeting, allocation, and execution of funds associated with the programs managed by the DCSOPS. Provides technical and administrative support, either directly or through subordinate personnel, to management and directorate personnel in the area of financial, program and resource management. Directly responsible for all areas of budget planning, obligation, execution, and tracking of expenditures for the directorate. Reviews, consolidates, approves, modifies, or disapproves budgetary data and reports submitted for consistency with established guidelines, reasonableness, and accuracy. Monitors the current year budget operations through monthly management indicators and USPFO Comptroller reports. Serves as the primary technical expert on the treatment of budgetary data on forms, schedules, requests, and reports for use by the Directorate. Monitors the execution of the annual operating budget. Establishes and executes funds control procedures by developing apportionment requirements and schedule for obligations and expenditures and issuing cost limitations for various elements of expenses. Reviews all obligation and commitment authorization documents to ensure charges are in accordance with laws and regulations and within the operating budget. Evaluates all budget line-item accounts and makes recommendations on ability to support the State Training Plan and Guidance for the fiscal year. Develops monthly expenditure and obligation plans; secures, reviews, and analyzes monthly obligation plans; submits consolidated schedules of obligations and expenditures, compares actual obligations and expenditures against plans on a monthly basis, and determines the reasons for any deviations outside an acceptable range. Maintains and adjusts the obligation plans for all assigned budget accounts, un-liquidates funds and reviews and purges the expired pay duty report on a monthly basis. Reviews administrative audit and investigative reports to determine appropriate changes or corrective action required. Performs studies and analyses of J-3 program funding, budget, and financial management procedures. Develops and recommends new budgetary and financial management procedures in accordance with organizational objectives and financial management systems. Provides participating commands and JFHQ-State with appropriate fund citations.
2. Reviews, coordinates, and monitors the Master Cooperative Agreement and modifications. Ensures compliance with all terms, conditions, and standards of the Cooperative Agreement to assure proper obligation and expenditure of funds. Develops and manages a system for administrative control of appropriations and funds. Develops a financial resource plan for reimbursement of support and services. Determines the effect of new statues, regulations and policies and evaluates organizational compliance with proposed and existing guidance. Works directly with the state governmental agency responsible for managing Army Cooperative Agreements at that level. Assists in and/or independently develops recommendations for directorate overall program/management plans, goals and objectives and maintains cognizance of progress toward accomplishment of these plans, goals, and objectives. Collaborates with directorate managers, program managers internal and external to the directorate, USPFO Comptroller Office and higher headquarters resource management officials to gather information, perform necessary studies and recommendations to immediate supervisor and program managers relative to directorate operations. Uses various automated financial management systems, computer generated products, and designs unique queries to produce required financial reports, plans, and schedules. Performs projects of a special or continuing type to improve or ensure the effectiveness of J-3 functional responsibilities.
3. Identifies deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies. Presents recommendations and conclusions, based on analysis and evaluation, to the J-3 and other program managers for use in accomplishment of objectives.
4. Presents briefings to organization personnel matters concerning training operations and programs financial functions for which the J3 is responsible.
5. Provides advice and serves as financial consultant to management on a range of analytical projects related to training operations, budgeting strategies and techniques, resource distribution, program priorities, forecasting, long-range planning and training support programs.
6. Performs other duties as assigned.
Qualifications
GENERAL EXPERIENCE:
To qualify an applicant for any GS-0501 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited above:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings; and,
Skilled in applying procedures and directives by reading and interpreting program material.
All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0501 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire federal civilian service program applicant should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0501 position descriptions' resulting job analysis information and crediting plan data.
SPECIALIZED EXPERIENCE:
An applicant must have at least 12 months of finance program experiences and competencies that provided a working knowledge of financial principles and procedures. Applicant must have an excellent understanding of the policies, goals, objectives, regulations, guidelines, and organizational structure of the J-3 program business; with a detailed knowledge of budgeting, administrative, financial, and information management systems. The applicant must have competencies to efficiently and effectively perform analytical planning and evaluative work relating to the training operations, management, and administration of the training program budget. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and comply with instructions, regulations, policies, and procedures. Must have a full range of competence in conducting resource management planning, programming, budgeting, allocation, and execution of funds associated with the programs managed by the DCSOPS. Work experiences included financial, program and resource management; along with performing duties in all areas of budget planning, obligation, execution, and tracking of expenditures for the directorate. Competence in reviewing, consolidating, approving, modifying or disapproving submitted budgetary data and reports that ensured consistency with established guidelines, reasonableness and accuracy. Experienced on the treatment of budgetary data on forms, schedules, requests, and reports used by the J-3 Directorate. Has the skills and abilities to establish and execute fund control procedures by developing apportionment requirements and schedules for obligations and expenditures. Competent in developing monthly expenditure and obligation plans. Experienced in securing and analyzing monthly obligation plans; submitting consolidated schedules of obligations and expenditures, and comparing actual obligations and expenditures against established plans. Has experiences in working with Master Cooperative Agreements and modifications. Competent in the Cooperative Agreements' applications, terms, conditions and standards that ensured proper obligation and expenditure of funds. Experienced in developing and managing a system for administrative control of appropriations and funds. Knowledgeable in managing a financial resource plan for reimbursement of support and services. Experienced in determining the effect of new statues, regulations and policies and in evaluating organizational compliance with proposed and existing guidance. Experiences involved direct coordination and cooperation with the state's governmental agencies who were responsible for managing Army Cooperative Agreements. Competent in collaborating with directorate managers, internal and external program managers to the directorate, USPFO Comptroller Office, and other higher headquarters resource management officials to gather information, to perform necessary studies, and make recommendations. Experienced in using various automated financial management systems, computer generated products, and in designing unique queries to produce required financial reports, plans, and schedules.
