Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Monitoring, maintaining, and correcting data and accounting records to ensure it is current and accurate; AND Analyzing accounting records to solve a variety of accounting problems; AND Researching, interpreting, and analyzing pertinent regulations, policies, and guidance to accurately administer financial programs and provide guidance and advise on accounting and financial matters. OR Ph.D. or equivalent doctoral degree; -OR- 3 full years of progressively higher level graduate education leading to such a degree; -OR- LL.M., if related. OR Combination of education and experience. To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Applying analytical methods and techniques to evaluate and interpret accounting data, financial statements and reports, and processes; AND Providing technical financial expertise to assist in the design, implementation and assessment of operating systems, procedures, or internal control processes; AND Developing alternative solutions and policies and procedural instructions for automated accounting or financial management systems. Education

GS-11 - Education substitution: This position permits applicants to qualify based on education (or a combination of education and experience), as outlined in the "requirements" section.
