The primary purpose of this position is to lead three or more workers to accomplish trades and or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

- Performs leader responsibilities to lead, train and work along with work crews/groups, to include military and/or civilian personnel, to conduct trouble shooting inspections of assigned facilities, grounds, drainage ditches, and marsh/water areas for pest infestation. - Operates under the direction of the Entomology Shop NCOIC or Infrastructure Superintendent, who assigns duties to be performed independently or as crew leader while following established practices and environmental policies. - Leads, trains and works along with military/civilian work crews to conduct pest control operations in several locations by applying pesticides, using various application methods. - Leads, trains and works along with work crews/groups to operate and maintain a variety of hand and air/electric powered equipment, tools a such as foggers mist machines, injection pumps, air rifles and hand spraying equipment. - Leads work crews/groups to perform pest controlling duties in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Exposure to toxic chemicals or other hazards may require occupational health examinations.
  • The selection and use of all EPA restricted use pesticides must be by or under the direct supervision of a certified pesticide applicator or by specially trained uncertified personnel under the direct supervision of a certified applicator.
  • Must attend technical training and be certified to apply pesticides, herbicides, and insecticides and fully meet the recertification requirements.
  • May be required to work alone or lead work crews/groups and assist other workers in various crafts.
  • Required to lead, train and/or guide lower graded civilian and military employees.
  • This position is designated as a key position IAW AFI 36-507.
  • Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5000 Plant and Animal Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a PEST CONTROL LEADER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of physical characteristics, life cycles, and feeding habits of a wide variety of pests. 2. Knowledge of advanced principles and procedures of IPM including chemical control techniques, precise surveys, and parasite and predator usage. 3. Knowledge of and ability to apply safety and environmental standards, regulations, and requirements. 4. Knowledge of a wide range of principals, processes and techniques of trades and/or lead and personnel management policies, practices and procedures including sexual harassment and equal employment opportunity/treatment. 5. Skill in operating and maintaining pest control tools, equipment and in selecting equipment appropriate for accomplishing assignments. 6. Ability to interpret building plans and blueprints. PHYSICAL EFFORT: With assistance of other employees and/or with use of lifting and carrying devices, lifts, handles, and carries materials weighing over 50 pounds and containers of chemical solutions and equipment weighing up to 40 pounds. Occasionally works in cramped and inconvenient surroundings requiring manipulation of equipment in awkward positions for prolonged periods. Work frequently requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions for extended periods. May move furniture and operate high impact pneumatic hammers and various carpentry and masonry tools. WORKING CONDITIONS: Work is accomplished both inside and outside. When working outside, is often exposed to hot sun for extended periods of time and occasionally to bad weather. Outside work may be done in marsh areas or under hot and dusty conditions for extended periods. Inside work is often accomplished in structural areas with minimum ventilation and/or limited access. Employee wears respirators, gloves, and other personal protective equipment designed to nullify risks of exposure to toxic dust and sprays from pesticide mixing and dispersal operations that might damage health. Damage to health may occur if appropriate safety procedures are not followed. Discomfort may be experienced while wearing protective clothing, respirators, goggles, or face masks for extended periods of time. May be exposed to poisonous insects, reptiles, and plants, and to wild and rabid animals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
