The primary purpose of this position is: To develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.

Duties

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM. Conducts installation EM assessment and interprets and analyzes assessment results. Conducts initial and recurring training for functional areas of EM. Serves as Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center.

• Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
• Completion of the National Planners course is highly desirable.
• Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
• Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service(Cont. below)
• Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection and identification. Proficiency in these requirements is essential to maintaining this position.

• This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• Pre-employment physical exam is required for position.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Cont. below)

Qualifications

Conditions of Employment Cont. The work will require employee to drive a government motor vehicle. An appropriate, valid driver's license is required. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, or the GS-0089 Administrative and Management Positions Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes s knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of more than 2 years of graduate level education with a major or subject area related to the position to be filled and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. Knowledge of and ability to develop EM training programs and conduct training and testing. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations. Skill in analyzing situations and taking appropriate emergency action. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
