This National Guard Title 32 Excepted Service position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), Position Description Number NGD2714000 and is part of JFHQ. Duty location is Sioux Falls, SD. Permanent, Title 32 excepted service position.

Duties
As a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), GS-0101-11 you will:
Serves as the Wing/Brigade (BDE) State Sexual Assault Response Coordinator (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to Wing/BDE State personnel regarding victim of domestic violence and child abuse appropriate responses.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
- Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
- Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
- Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
- May be required to carry an electronic device (cellular phone) to facilitate immediate access for response to reported sexual assaults.
- The position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis.

Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
COMPATIBLE MILITARY ASSIGNMENT:Military grade inversion within the full-time work force is not permitted. The military grade of the full- time supervisor must equal or exceed the military grade of personnel supervised.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Knowledge, Skill, and Abilities (KSAs):
- Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence.
- Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations.
- Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems.
- Ability to function as liaison to Wing/BDE State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations.
- Ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring using a wide range of social science principles, practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assault and domestic abuse, and their effects, and to relate to and build trust with individuals that have faced traumatic and life changing events.
