The Chief of Staff functions as a key member of the senior leadership team, actively participating in the development of Coverall management objectives and philosophies necessary for the attainment of optimum efficiency and highest quality in providing health care to our Veteran population. The incumbent effectively leads the clinical staff to achieve the facility mission and goals. The incumbent is accountable and responsible to the Medical Center Director.

Duties

This position is located at the Department of Veterans Affairs VA Maine Healthcare System. The VA Maine Healthcare System provides care to approximately 39,000 Veterans annually in 16 counties. The VA Maine Healthcare System is a 67-operating bed facility with general medical, surgical, and mental health beds, as well as a 100-bed Nursing Home including of 50 Skilled and Longer Stay beds, a 27-bed Dementia Unit, and a 12-bed Hospice and Palliative Care Unit. Seven Community Based Outpatient Clinics that provide primary care and behavior medicine services, as well as limited specialty care in the larger CBOCs . VA offers a comprehensive total rewards package. Promote the development of health care professionals through counseling, mentoring, teaching and encouraging self-assessment. 2. Provide an environment that provides patient care, educational activity, and administrative planning and evaluation based on integration and application of current knowledge. 3. Establish mechanisms whereby facility employees, higher level administration, and other VA components are informed, in a timely manner, of clinical program developments that affect them.4. Take an active role as a management team member, providing advice and counsel in defining and accomplishing the facility's mission and goals. 5. Effectively lead the clinical staff to achieve facility mission and goals. 6. Represent the organization, internally and externally, in such a manner as to reflect positively on the facility and VA. 7. Serve as professional liaison of the facility to other VA and federal facilities, the community, affiliates, media, congressional offices and constituent organizations. 8. Maintain and promote high ethical and clinical standards that are carried into decision making processes. 9. Promote constructive problem resolution in an environment of competing priorities. Medical, and Other, School Affiliation Management 1. Promote effective communication and working relationships between the facility and its affiliates so adherence to the requirements of the affiliation agreements can be met by all involved parties. 2. Effectively integrate the needs of the affiliation relationship with patient care needs at the facility. 3. Ensure effective supervision of non-resident trainees and of residents as outlined in M-2, Part I, Chapter 26. 4. Evaluate all teaching programs to determine effectiveness in meeting program goals, facility and patient needs, and appropriateness of the organization and administration of the programs. Research Management Develop an environment in which research is: - Encouraged and supported, - Conducted within a framework meeting scientific, ethical and administrative standards, and - Disseminated through prompt reporting and/or publication Organizational Effectiveness 1. Monitor and promote compliance with VA regulations and professional standards pertaining to outside professional activities and ethical conduct. 2. Monitor and promote cooperation and compliance of the clinical staff with Department, federal and state law and regulations; medical staff bylaws and rules; facility policies; and JC (The Joint Commission) standards as applicable to the individual, profession or facility. 3. Promote "No Fear" atmosphere among staff to promote open communication to both identify clinical patient care problems and joint working together for timely solutions.

Requirements

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Dentist Basic Requirements A degree of Doctor of Dental Surgery or dental medicine resulting from a course of education in dentistry. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are (1) United States and Canadian schools of dentistry listed by the Commission on Dental Accreditation(CODA), in the list published for the year in which the course of study was completed.(2) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or the District of Columbia as qualifying for full and unrestricted licensure provided the licensure requirements include a written examination measuring science achievement and a performance examination measuring clinical competence certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. ~AND~ Completed, or you are currently completing, a residency program in general practice or specialty, or comparable experience as a dentist actively involved in treating medically compromised patients. ~AND~ Currently hold, or will hold, a current, full and unrestricted license to practice dentistry in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Note: Dentists must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. Preferred Experience: Possess a broad knowledge and understanding of health care policies, missions, and operating programs, knowledge of healthcare management, and the principles of high reliability organizations. References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-3 Dentist Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: : Placement in this position is subject to meeting the physical requirements of this position. Pre-placement medical examination is required: Light lifting, under 15 pounds. Light carrying, under 15 pounds. Use of fingers. Both hands required. Both eyes required.
