The primary purpose of this position is to perform work in a wide range of flight safety program elements such as investigations, data collection, analysis, evaluations, equipment and facility management, report writing, and training.
Duties
Plans, directs, coordinates, and evaluates activities necessary to the overall management of the aviation/flight safety program.
Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
Reviews and recommends modification to airfield waivers (utilizing manual and automated techniques) and specifications for new construction, major alterations, and/or airfield changes and monitors project through completion to ensure compliance with aviation/flight safety standards and requirements.
Develops and provides technical safety training/instruction to supervisors, employees, and/or unit aviation/ Flight safety representatives on a wide range of operations and maintenance areas, such as risk assessments, hazard identification, mishap prevention guidance, privileged mishap report handling/briefing, preserving evidence, and investigative procedures.
Prepares supplements to regulations and manuals, and develops specialized local regulations defining mishap prevention, handling and storage procedures based on interpretation and/or adaptation of higher command instructions, and policies formulated by other federal government agencies.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours, on-call status, and/or Shift work may be required which may include overtime and/or irregular hours.
- Must be able to obtain and maintain the appropriate security clearance.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
- Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
- Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.

The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication.
This is a Term position NTE 3 Years; the individual selected for this position may be non-competitively extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include Individual Occupational Requirements (IOR) for the Safety and Occupational Series, 0018.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.NOTE: Your resume must show supporting detail in describing your experience, please be clear and specific. EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established flight safety and occupational safety and health principles, practices, procedures, laws, regulations, instructions and current issues as they relate to the military installation flight and ground safety programs.
Knowledge of the requirements, methods and techniques of accident and mishap investigation, analysis, resolution of safety problems/risks and formal reporting procedures. Knowledge of current risk assessment methods, models and techniques for evaluating operational and occupational safety and health risks.
Knowledge of communication techniques, principles, media and instructions to communicate effectively, both orally and in writing. Knowledge of Air Force and local standards, methods, practices, techniques, materials and equipment to determine compliance with regulations and instructions.
Knowledge of educational training techniques, methods, and materials sufficient to prepare and present formal briefings and instructional sessions.
Skill in the interpretation of maintenance publications, forms and practices sufficient to identify hazardous conditions in maintenance facilities and on the flightline.
Knowledge of Microsoft Office software especially Access database functions to sufficiently track mishap data, analyze and report trends in reports and PowerPoint-aided briefings. Ability to accomplish tasks with minimal supervision, plan projects, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
