Duties
The primary purpose or this position is: To serve as a Senior Exercise Analyst to plan, organize, direct and manage the development and execution of USSTRATCOM exercise programs to support USSTRATCOM and other agency/organization Joint Exercise Plans.
Plans and executes USSTRATCOM joint exercise program support for USSTRATCOM, Component and Task Forces.
Leads special projects and studies.
Prepares, conducts, leads and attends conferences and discussions, or serves on panels, Boards, working groups and committees.

- This is a Centrally Managed Position in the Operations Career Field.
- The employee must be able to obtain and maintain a TOP SECRET SCI/NC2/ESI clearance, in addition to other Special Access Programs, as a condition of employment.
- The employee will be subject to random drug testing. Special Access Programs may require random polygraph testing.
- The employee will be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.
- The employee must be able to obtain and retain a US Government official passport as a condition of employment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector) . Examples of specialized experience includes: Mastery of military exercise principles and concepts, directives, practices, analytical methods and techniques and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day routine exercise processes and procedures, and extend to more complicated activities essential to accomplishment of the Command mission. Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSTRATCOM and supported exercises. Mastery of military intelligence processes/procedure.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of joint and USSTRATCOM exercise and training principles and concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day routine processes and procedures, and extend to more complicated activities essential to accomplishment of the command mission.
Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSTRATCOM and Joint Staff joint exercise systems.
Broad knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of planning actions related to key command exercise actions.
In-depth knowledge of the various Command entities involved in overall planning and execution of joint exercise program operations and evaluations. Knowledge of DoD organizations and its and security policies and procedures.
Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management and counterparts at vertical/horizontal levels to recommend and implement solutions, where the proposals involve substantial resources, and require extensive changes in assigned programs. Ability to interpret and! develop policy, regulations, procedures, and system processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
